Position: Procurement Expert
Qualification
- Graduate in any discipline (Mandatory).
- Master’s Degree in Engineering, Law, Business Administration, Procurement, Supply Chain Management, or a related field (Preferred).
Experience
- Minimum 7 years of overall professional experience.
- Minimum 5 years of experience in procurement and contract management for infrastructure projects.
- Experience in managing procurement of goods, consultancy services, and works contracts.
- Mandatory experience working on multilateral-funded projects such as World Bank, Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), or other international funding agencies.
- Experience in Ports, Inland Water Transport (IWT), Marine, Transport, or Infrastructure projects will be preferred.
Key Responsibilities
- Plan and manage procurement activities for goods, consultancy services, and civil works contracts.
- Prepare procurement plans, bidding documents, Requests for Proposals (RFPs), tender documents, and contract documentation.
- Conduct bid evaluation, contract award, negotiations, and contract administration in accordance with applicable procurement guidelines.
- Ensure compliance with procurement policies and procedures of World Bank, ADB, JICA, or other multilateral funding agencies.
- Coordinate with clients, consultants, contractors, and government agencies throughout the procurement process.
- Provide procurement support during project implementation, monitor contract performance, and resolve procurement-related issues.
Preferred Skills
- Strong knowledge of public procurement procedures, contract management, and procurement regulations.
- Thorough understanding of World Bank, ADB, JICA, and other multilateral agency procurement guidelines.
- Experience in e-procurement systems, tender evaluation, and contract administration.
- Excellent negotiation, documentation, analytical, and stakeholder management skills.
- Experience in Ports, Inland Water Transport (IWT), marine, transport, and infrastructure projects will be highly preferred.
