What You'll Do
As the Supply Chain Management Director of Procurement Operations, you will be responsible for day-to-day activities of all procurement and other tasks as delegated by the Senior Director of Supply Chain Management. Responsible for collaborating with Supply Chain peer directors at Pantex to create an integrated organization that leverages best practices, common skills and tools across the site to evolve into a world class supply chain management organization. Measures and manages work and assigns and shares resources across the organization to maximize work output; responsible for maximizing internal customer satisfaction and for proactively managing relationships with supplier base. Actively champions a culture of teamwork and continuous improvement.
- Establishes and manages the activities of all assigned phases of one or more administrative and/or technical departments to ensure efficient and timely completion of assigned mission in accordance with government and plant directives
- Performs duties with opportunity for exercise of initiative, independent judgment and discretion under minimal supervision. Is accountable for the results of the actions of subordinates
- Recommends improvements in program procedures, technology utilization and automation, and analyzes impact of mission changes on design or concepts of assigned programs
- Responsible for maintaining a thorough knowledge of applicable federal, state, Department of Energy (DOE), corporate and plant rules, regulations and plant-wide operating policies and procedures
- Maintains working relationships with the project team and ensures they are correctly informed regarding Procurement activities
- Maintains contact with other services to ensure securing their advice and guidance in their areas of expertise, within the areas of Procurement’s scope of responsibility
- Maintains working relationships with applicable customer personnel to ensure actions are consistent with the customer goals
- Determines and secures necessary approvals and monitors project procurement staffing plans
- Coordinates Procurement execution plan with Engineering and Construction plans and operations to ensure that input from these disciplines will enable procurement to perform its functions in accordance with project plans
- Reviews commitment approvals and execution/signature authorities and ensures commitments are made in accordance with corporate and Procurement policies and procedures
- Monitors and evaluates performance of assigned personnel Reviews evaluations with managers
- Collaborates on personnel development planning for assigned personnel with responsible managers Contributes recommendations on annual salary plans to the Senior Director
- Plans and directs the orderly closeout of Procurement operations, including destaffing, settlement of claims and back-charges, and resolving punch list items assigned to Procurement
- Prepares and edits presentations describing Procurement methods, trends of lead times, prices, or other relevant information within procurement’s scope of activities
- Subject to required approvals, makes presentations to customers, supplier organizations, or trade associations
Minimum Job Requirements
- Bachelor's Degree and minimum 12 years of relevant experience
- OR Applicants without a bachelor's degree may be considered based on a combination of at least 20 years of completed education and/or relevant experience.
- Minimum 3 years of supervisory/ management experience.

Preferred Job Requirements
Minimum five years of supervisory/management experience. Candidates with less years of supervisory/management experience will be required to complete a developmental plan approved by the Division Director or their delegate.
Proficient and experienced in one or more Procurement functions:
- Experienced in project planning and operations
- Working knowledge of Engineering, Construction, and Quality procedures impact on Procurement
- Thorough knowledge of Federal Acquisition Regulations and applicable Agency Supplements
- Thorough understanding of governmental contracts and the flow-down of applicable clauses and requirements
- Thorough understanding of Cost Accounting Standards and determination process for applicability to the work
- Experienced in the management or supervision of personnel, including defining tasks, making work assignments, and evaluating performance
- Training or courses of specialized study in related subjects such as business administration, accounting, and law, including Uniform Commercial Code
