Buyer I
This is a hybrid position based in the Houston, TX area, requiring regular onsite presence to support eMITS program needs.
ROTHE is seeking a Buyer I to provide purchasing support for the business office in support of the NASA Enterprise Multimedia and Integrated Technical Services (eMITS) contract. eMITS is the Agency's enterprise-level contract creating and delivering multimedia and technical communications through the use of the internet, digital platforms, and IT management for NASA's Office of the Chief Information Officer (OCIO) and Office of Communications (OCOMM). From photographing rocket launches and recoveries, to producing engaging videos, to information technology management, to using social media to share NASA's message, eMITS integrates services for NASA IT and provides NASA's communication to the outside world. Job Description:
The Buyer I is responsible for acquiring goods and services in support of eMITS in accordance with the Federal Acquisition Regulation (FAR), agency supplements, and internal procurement policies. This role performs micro-purchase procurements, negotiates with suppliers, prepares compliant documentation, and ensures timely delivery of materials and services.
Functional Responsibilities:
- Execute procurements for materials, equipment, and services using competitive and non-competitive methods.
- Prepare and issue RFQs, and purchase orders in accordance with FAR, agency supplements, IT compliance and internal procurement policies.
- Ensure all procurement actions are fully documented and audit-ready.
- Ensure small business considerations and socioeconomic requirements are applied appropriately.
- Maintain procurement files, justifications, determinations, and approvals.
- Evaluate supplier performance, negotiate terms, and resolve delivery or quality issues.
- Develop and maintain strong relationships with vendors to support program needs
- Track procurement milestones and ensure timely delivery to meet program schedules.
- Possesses strong team-building skills across multi-functional areas that establish a collaborative operational structure
- Exhibits proven track record of working under tight deadlines
- High degree of self-motivation and the ability to work independently
- Strong professional customer service skills, including active listening, prompt service and follow-up
- Maintain effective communication within the team and to the external customers
- Learn and understand the procurement tools, including testing new features, report development and training.
Education and Experience:
Minimum Education: BA in General Business (or equivalent) or 2+ years equivalent work experience.
Minimum Experience: Some work experience in a supply chain or procurement environment. Understanding of the full life cycle of a procurement from initiation, sourcing, negotiation, purchase award, receipt and completion. Experience with Deltek Costpoint Material Module a plus. High attention to details including solid organizational skills and quality products produced with a high level of accuracy.
Minimum Qualifications:
- Proficient in Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams, OneNote, OneDrive), Sharepoint, and Box
- U.S. Citizenship required; ability to obtain NASA Public Trust/HSPD 12 badge
Preferred Qualifications:
- Experience with Deltek Costpoint (or equivalent DCAA-compliant ERP system)
- Prior experience supporting NASA or other federal agency
