Overview:
The Pricing Analyst will perform cost and pricing analysis in support of our State and Federal proposal efforts. In this position, you will structure, create, and submit pricing volumes in accordance with customer and government instructions, models, Prime Contract restrictions, and UNICOM Government, Inc. (UGI) guidelines. The Pricing Analyst is responsible for ensuring that all pricing is compliant with applicable regulations (including FAR and FTR). The Pricing Analyst will provide input on overall company labor rates and wrap rates with reference to pricing risk, “Price-to-Win,” and profitability.
Primary Responsibilities:
- Analyze and track service costs (including comparable salaries), component, and system costs in the industry.
- Develop and manage complex pricing tables and cost spreadsheets for all bids and change orders.
- Responsible for completion of pricing volumes (including cost narratives).
- Develop and maintain routine to complex pricing models in response to customer requests and work with internal and external team leads to ensure pricing reasonableness, regulatory compliance, and cost competitiveness.
- Maintain and control all cost records for all proposals and ensure non-disclosure, teaming, and all other agreements are in place that support the UGI cost position.
- Identify and properly communicate any pricing risks, including, but not limited to, profitability, cost competitiveness, and regulatory compliance.
- Ensure fully negotiated rates provided by internal and external team members are adequately competitive.
- Collaborate with internal team members to develop competitive rates that are profitable and sustainable.
- Maintain labor rates and escalations for Prime Contracts as well as for all awarded contracts/subcontracts.
- Assist in the development of new labor categories to support company growth.
- Develop cost/price reports to show drivers based on real and assumed costs and quantities, overall cost summaries, initial pricing summaries, etc. and provide internal team members with needed pricing reports for proposals.
- Provide feedback on indirect costs.
- Develop and maintain the wrap rate.
- Develop accurate reality models taking into account product lifecycle, customer buying trends, and industry/technology trends. Solicit input from sales, finance, program management, subcontractors, suppliers, and remain current on technology trends and roadmaps.
- Implement financial risk models and appropriate price strategies dictated by the reality models, identify resulting cost and price risks, develop get-well strategies to mitigate price/cost risks, and develop cash-flow analysis showing overall life-cycle contract profitability.
- Prepare and provide contract pricing/cost data and risk model/reality model information to Program Management for all change orders and modifications to existing contracts.
- Collaborate with and brief team members across the Company on pricing methodology.
- Collaborate with team members to collect, analyze, and report data on proposal losses to further increase UGI’s win rate.
- Accurately and comprehensively manage pricing for multiple proposals simultaneously.

Qualifications
Education and/or Experience:
- A Bachelor’s degree in Business, Finance, Statistics, or other relevant field is required. Equivalent experience may be substituted for a degree.
- A minimum of 5 years of experience in major State and Federal bid and proposal efforts required.
- A minimum of 5 years of experience in pricing, pricing analysis, and/or contract management is required.
Knowledge, Skills, and Abilities:
- Knowledge of FAR, Federal Travel Regulations, the government procurement process, government contracting, and proposal pricing is required.
- Expert-level understanding of cost burdening.
- Detailed knowledge of Federal Contract Vehicles as it pertains to pricing, as well as State and Local Cooperative Agreements
- Must be able to multitask.
- Strong attention to detail.
- Strong verbal and written communication skills.
- Excellent interpersonal and customer service skills.
- Strong problem-solving skills
- Must have a strong working knowledge of Microsoft Office programs, Google Workspace, as well as Federal Proposal “Pricing-to-Win” best practices.
