Payroll Specialist (Long-Term Temporary)
Location: Visalia, CA
Schedule: Full-Time | Monday–Friday | 8:00 AM – 5:00 PM
Pay: DOE
Position Type: Long-Term Temporary (Expected through October or longer)
About the Opportunity
Key Staffing is seeking an experienced Payroll Specialist to support one of Tulare County's leading public service organizations. This long-term temporary opportunity has become available due to an internal promotion within the Payroll Department. The selected candidate will play a critical role in ensuring employees are paid accurately and on time while assisting with day-to-day payroll operations during a departmental transition.

Essential Duties & Responsibilities
- Process payroll accurately and on schedule for a large employee population.
- Review, audit, and verify employee timesheets, payroll records, and supporting documentation.
- Process new hires, terminations, pay adjustments, deductions, garnishments, and benefit changes.
- Maintain accurate employee payroll records while ensuring confidentiality.
- Research and resolve payroll discrepancies in a timely manner.
- Respond to employee questions regarding pay, deductions, leave balances, and payroll policies.
- Assist with payroll reporting, reconciliations, and recordkeeping.
- Ensure compliance with federal, state, and local payroll regulations.
- Work closely with Human Resources, Finance, and department managers to ensure payroll accuracy.
- Support payroll audits and assist with special projects as assigned.
- Perform other administrative duties as needed to support the Payroll Department.
Qualifications
- Minimum of 2–3 years of recent payroll processing experience preferred.
- Experience processing payroll for medium to large employee populations is highly desired.
- Strong understanding of payroll laws, wage and hour regulations, taxes, garnishments, and payroll deductions.
- High level of accuracy with excellent attention to detail.
- Strong mathematical, analytical, and problem-solving skills.
- Excellent organizational and time management abilities with the ability to meet strict deadlines.
- Proficient in Microsoft Excel, Outlook, and other Microsoft Office applications.
- Experience working with payroll software or HRIS systems preferred.
- Ability to maintain strict confidentiality and exercise sound judgment.
- Strong written and verbal communication skills.
- Experience working in a government agency, municipality, housing authority, or other public sector environment is a plus but not required.
