Job Title: Payroll Generalist (Full-Time Position)
Location: North Haven Public School - Central Office
Position Type: Full -Time, In-Person
Hours: 35 Hours per week
Compensation: $62,000 - $67,000 (Commensurate with experience)
Start Date: July 1, 2026
Position Summary:
North Haven Public Schools is seeking a highly organized, detailed-oriented Full-Time Payroll Generalist to support the Human Resource Office and Business Office in maintaining accurate financial and payroll records. This 35-hour-per-week position is responsible for performing monthly bank reconciliations across multiple district accounts and processing the district’s bi-weekly payroll. The role ensures compliance with district policies, state regulations, GAAP, and collective bargaining agreements while maintaining strong internal controls and audit-ready documentation. You will work closely with the Chief Operating Officer, District Business Manager and Human Resources Generalist.
Position Responsibilities:
The essential duties include, but are not limited to:
- Reconcile monthly bank statements for all district accounts (General Fund, Student Activity, Food Service, Special Revenue, etc.) to the general ledger, ensuring zero-variance reconciliation.
- Identify, investigate, and resolve discrepancies such as bank fees, NSF checks, and deposit errors.
- Prepare and post adjusting journal entries for items not recorded in the general ledger (ACH payments, interest, corrections).
- Match cleared checks, deposits in transit, and outstanding items between bank statements and district accounting software (ex: MUNIS Enterprise ERP).
- Maintain organized, auditable reconciliation files to support annual audits.
- Serve as an independent check-and-balance function to strengthen internal controls.
- Prepare and administer bi-weekly payroll for all certified and non-certified staff, ensuring accurate calculation of stipends, overtime, and additional earnings.
- Review employee timecards and timesheets for accuracy; identify and resolve discrepancies in hours, pay rates, or overtime.
- Manage all Connecticut Teachers’ Retirement System (CTRS) reporting and oversee preparation and submission of town warrants related to payroll.
- Ensure payroll operations comply with CSDE regulations, Board of Education policies, and collective bargaining agreements.
- Respond to employee payroll inquiries, providing accurate information and timely resolution.
- Assist with quarterly payroll tax filings and support accurate, timely year-end W-2 processing.
Qualifications:
- Education: An Associate Degree is required, a Bachelor’s Degree in Accounting, Finance, or Business Administration is preferred.
- Experience: Minimum of 1-2 years of payroll experience, and 2-3 years of accounting experience, with strong preference for experience in a municipal or public-school environment
- Technical Skills: Proficiency in MUNIS (preferred) and ADP Workforce Now reporting, advanced Microsoft Excel skills, and familiarity with HRIS/payroll systems and fund accounting principles.
- Knowledge: Basic understanding of Connecticut labor laws, payroll tax regulations, and collective bargaining agreement interpretation. Strong understanding of GAAP (Generally Accepted Accounting Principles) and fund accounting.
- Attributes: Exceptional attention to detail and data entry accuracy, ability to maintain strict confidentiality regarding sensitive employee information, strong interpersonal skills for communicating with diverse district staff, and ability to prioritize tasks to meet strict bi-weekly deadlines.
