    SUMMARY:      Plans, manages, coordinates and participates in the operations of the district's payroll preparation and distribution processes. Establish processes to achieve more effective and efficient procedures within the Skyward payroll system.
    ESSENTIAL JOB FUNCTIONS:

    1. Manage, organize, and participate in the operations of the district payroll preparation and distribution including retirement compliance and reporting.
    2. Oversee payroll accounting work according to established procedures, departmental guidelines, and regulatory requirements. This includes court ordered and voluntary deductions, additional pay, accrual compensation, direct deposits, retroactive pay, retirement, and taxes.
    3. Interpret and explain payroll administrative policies and guidelines to employees. Assist staff in the understanding and application of payroll policies and procedures.
    4. Maintain proper procedures, policies, rules and regulations that apply to payroll processing. Ensure compliance with federal, state, and local payroll, wage and hour laws.
    5. Collaborate with the benefits team to determine payroll and timeframe impacts for implementation of rate changes.
    6. Maintain salary tables, payroll calendars, payroll system set-up, system tax/retirement rates.
    7. Maintain accurate reporting of federal, state and special payroll taxes. Prepare and maintain monthly, quarterly, and annual tax reconciliation reports (e.g. 941/941x tax reports).
    8. Initiate and carry-out W2 process to completion. Complete state annual statistical reporting. Process monthly tax/retirement payments and reports.
    9. Facilitate audits by providing records and documentation to auditors.
    10. Maintain and balance payroll liability accounts (retirement, voluntary and mandatory deductions).
    11. Process check voids, tax adjustments and pre-tax deduction refunds.
    12. Initiate and transfer files for taxes, retirement, tax shelter annuities and direct deposits (wire transfers).
    13. Troubleshoot errors within the payroll process to determine the cause and take necessary action to correct.
    14. Initiate and maintain processes to validate data integrity, track and balance salary and employment changes and verify data input of others into the HRIS system.
    15. Serves as the TRS and IMRF authorized agent for the district.
    16. Perform other duties as assigned.

    Education/Certification/Qualifications: 
    Any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying.
    Typical qualifications would be equivalent to a bachelor's degree and 3-5 years of experience.
    Skyward experience a plus.

    Rate of pay: Starting rate of pay is $72,467 - 97,843
