Payroll/Benefits Supervisor

LOCATION:  Administration Building 

REPORTS TO:  Director of Business Services 

SALARY:  $73,518 - $96,567 (Based on degree and related experience) 

SCHEDULE:  12 Month Position 

QUALIFICATIONS:

• Minimum Bachelor’s degree in related field (Finance, Accounting, Business Administration, Human Resources, etc.) required. 

• Five years’ work experience in a medium-to-large company in payroll and employee benefits preferred. 

• Knowledge of applicable state and federal wage and hour laws impacting payroll and employee benefit programs. 

• Strong understanding of payroll tax, fringe benefits, and compensation laws. 

• Evidence of good oral and written communications skills required. 

• Experience working in UKG Ready and AS400 HRIS system preferred. 

RESPONSIBILITIES:

• Assumes responsibility of coordinating the payroll and benefits office. 

• Supervises, trains, and evaluates payroll and benefits personnel. 

• Meets payroll operational benchmarks by managing processes; maintaining accuracy, quality, and high customer service standards; resolving problems; and identifying and implementing system improvements. 

• Meets payroll financial standards by assisting the Business Office with utilization of AS400 functions for annual budgeting purposes via maintenance of payroll and personnel compensation data. 

• Supports the Business Office in completing the annual financial audit by preparing schedules for long-term debt, compensated absences, and processing accruals for salaries and benefits payable. 

• Oversees administration of the UKG electronic timekeeping system. 

• Administers annual wage and step increases for staff in accordance with collective bargaining agreements. 

• Calculates and processes all extra payments, including longevity, bonuses, board-paid annuities, retirement payouts, teacher schedule Bs, etc. 

• Manages teacher leaves and dock schedules. Coordinates payment for leaves in conjunction with short-term disability benefits, when applicable.  

• Reviews and approves personnel transactions for staffing changes. 

• Accrues attendance in the AS400 and updates leave balances in Red Rover absence management system. 

• Prepares documentation to support balancing activities for each semi-monthly payroll, summarizing direct deposits, employee withholdings, employer tax and retirement liabilities, etc. 

• Reconciles all payroll liability accounts on a monthly basis by auditing information for accuracy, identifying and resolving discrepancies, and initiating journal entries. 

• Oversees all plans that result in pre-tax treatment of compensation, such as 403b, 457, board-paid annuities, and section 125 plans. 

• Prepares required payroll-related returns and filings, including City Withholding Taxes, Michigan Sales, Use, and Withholding Taxes, 941s, and W-2s.  

• Serves as the primary district contact with the Michigan Office of Retirement Services (ORS). Responsible for remitting required employee and employer contributions, uploading payroll files, maintaining accurate employee records, resolving file submission errors, completing Final Payroll Details, and accommodating ORS audit inquiries.  

• Serves as primary district contact with benefit insurance provider representatives. Oversees all communications with employees regarding fringe benefits. 

• Coordinates annual open enrollment for benefits. 

• Distributes benefit charges across appropriate general ledger expenses in alignment with employee benefit elections and monthly invoices. 

• Updates benefit rates tables for annual increases. Calculates and loads employee deductions for medical, dental, vision, and voluntary benefits. 

• Maintains working technical knowledge by reviewing professional publications, attending educational workshops, participating in professional organizations, and establishing networks. 

• Performs other duties and assumes other responsibilities as assigned by the Director of Business Services and/or Assistant Superintendent of Business and Operations.
