Position Overview
The Payroll, Benefits & HR Administrator serves as the operational backbone of Gitxsan Development Corporation’s people and finance operations. Operating in a remote capacity, this dual-focus role manages the full lifecycle of bi-weekly and monthly payroll execution, comprehensive benefits and pension administration, statutory tax compliance, and essential HR administrative workflows.
Reporting directly to the Human Resources Manager and collaborating closely with the Controller and department leaders, you will maintain meticulous accuracy across payroll systems, ensure strict adherence to Canadian payroll and labor regulations, and deliver exceptional, employee-centered service to our team across all entities.

Key Responsibilities
1. Payroll Operations & Execution
- Onboarding Verification & Payroll Approvals:
- Review all new hire submissions in UKG Pro to ensure complete documentation (signed offer contracts, void cheques, TD1/TD1N forms, status cards, and employment eligibility, i.e. work permit and any training/certificate requirements, as applicable).
- Verify accurate setup of payroll codes, tax status, and statutory/voluntary deductions prior to mandatory payroll approval.
- Maintain formal cross-departmental communication with HR and hiring managers regarding outstanding onboarding items, ensuring 100% payroll approval compliance by the Friday prior to bi-weekly payroll processing.
- Time & Attendance Processing:
- Monitor and review daily operations approvals in AirTable and UKG Pro on the morning following each workday.
- Perform daily/weekly payroll audit reviews of operational hours, ensuring all weekend hours are fully approved by the Monday preceding pay cycle submission.
- Payroll Processing & Approvals:
- Process regular payroll, all pay increases and bonus payouts accurately and on time, ensuring proper documentation and management approvals are in place.
- Prepare complete payroll packages (including system audit reports) on Monday/Tuesday of pay week for review.
- Submit payroll packages to the Controller for final sign-off by Wednesday morning.
- Process discretionary employee advances, special adjustments, and Board meeting fee disbursements following proper authorization channels.
- Execute bank direct-deposit payments via RBC platform on the Monday following pay week.
2. Employee Self-Service & Offboarding
- Employee Support & Inquiries:
- Manage the centralized payroll inbox, providing timely responses to employee questions or requests, historical pay queries, employment verifications, and Service Canada inquiries (e.g., EI support).
- Guide employees on utilizing the UKG mobile app and portal for self-service requests (e.g., updating banking information, accessing paystubs, and retrieving tax forms).
- Terminations & ROE Management:
- Prepare, verify, and electronically issue Records of Employment (ROEs) via Service Canada’s ROE Web within statutory deadlines upon employee separation.
3. Benefits & Pension Administration
- Plan Management:
- Administer the ICBA group benefits plan on a monthly schedule and manage bi-weekly pension reporting and remittances through Sun Life.
- Calculate eligibility for hourly and salaried employees at the 3-month mark, handling initial plan enrollments and mid-year plan adjustments.
- Offboarding & Compliance:
- Process timely plan terminations and conversions for departing staff.
- Report required Sun Life plan updates and regulatory changes to the British Columbia Financial Services Authority (BCFSA).
- Assist with annual plan audits, renewal reporting, pension estimates, and employee inquiry resolution across all benefit programs.
4. Payroll Taxes, Remittances & Year-End Compliance
- Statutory Remittances:
- Calculate and submit monthly CRA source deductions on or before statutory due dates.
- Prepare and remit quarterly Employer Health Tax (EHT) filings via eTax BC.
- Workers' Compensation Filings:
- Manage quarterly and annual reporting for WorkSafeBC (WCB).
- Oversee WorkSafe Alberta filings, managing rate estimates, assessing over/under-reporting adjustments, and coordinating cross-jurisdictional reporting between BC and AB for Alberta-based staff.
- Year-End Reconciliation:
- Perform semi-annual T4 reconciliations and execute annual T4/T4A calculations, reporting, and electronic distribution.
5. Accounting Integration & Systems Management
- General Ledger (GL) Reconciliation:
- Maintain and monitor the GL integration interface between UKG Pro and Sage Intacct.
- Reconcile payroll balance sheet accounts, CRA payroll accounts, and liability clearing accounts monthly.
- Deliver structured month-end payroll variance and GL reports to the Controller.
- Systems Architecture & Workflows:
- Utilize and maintain accurate records within UKG Pro (payroll/HRIS), Sage Intacct (accounting), AirTable (timecards), RBC Banking, and Google Workspace (shared finance/HR drives).
6. HR Administrative Support
- Recruitment & Candidate Coordination:
- Assist the HR Manager with publishing job postings, scheduling interviews, and managing candidate communications.
- Provide logistical support for recruitment drives, career fairs, and community employment events.
- Onboarding Administration:
- Coordinate new hire HR documentation, collect signed offer letters and policy acknowledgments, and ensure all pre-employment paperwork is complete prior to start dates.
- Schedule general HR orientation sessions for new employees.
- HR Records & Compliance Management:
- Maintain accurate, confidential, and audit-ready digital personnel files in compliance with privacy legislation and company policies.
Track essential employee compliance documentation, such as Status Cards, proof of work eligibility, and emergency contact updates.

- Calendar & Operational Logistics:
- Maintain a proactive full-year Payroll Schedule, HR & Statutory Holiday Calendar incorporating processing cutoff dates, reporting deadlines, and holiday schedules.
- Team Collaboration & Continuous Growth:
- Participate actively in regular HR and Finance team check-ins, complete a structured 90-day onboarding and training plan, and engage in ongoing cross-training and continuous professional development initiatives.
7. Organizational Support & Special Projects
- HR Special Projects: Provide administrative support to the HR Manager on departmental initiatives, policy updates, and workforce reporting.
Community & Event Support: Assist with administrative and logistical coordination for company meetings, community gatherings, and organizational events. - Continuous Improvement & Process Optimization: Contribute to streamlining administrative workflows and improving operational processes that support GDC’s organizational goals.
- Other Duties as Assigned: Perform other duties, responsibilities, and assignments reasonably related to the position, skills, qualifications, or operational requirements of the Company.
Qualifications & Requirements
- Certification: Payroll Compliance Professional (PCP) designation (or active enrollment with imminent completion) is mandatory.
- Experience: Minimum 3+ years of direct Canadian full-cycle payroll processing experience, and 3+ years of experience supporting HR administration and benefits programs.
- Education: Post-secondary diploma or degree in Accounting, Business Administration, Human Resources, or a related discipline. Specific accounting coursework is a strong asset.
- Technical Proficiency:
- Hands-on experience with UKG Pro (Payroll/HRIS) and Sage Intacct (or similar enterprise ERPs) is strongly preferred.
- Proficiency with Microsoft office, AirTable, Google Workspace, RBC Direct Banking, and ROE Web.
- Proficiency in Microsoft Office and Google Workspace.
- Knowledge & Expertise:
- Deep understanding of Canadian payroll legislation, Employment Standards Acts, CRA regulations, EHT, and provincial workers' compensation systems (BC and AB).
- Familiarity with Indigenous taxation protocols, Status Card processing, and TD1N filing requirements is highly advantageous.

- Payroll Accuracy & Timeliness: 100% on-time, error-free execution of bi-weekly/monthly payrolls, CRA remittances, statutory tax filings, and bank disbursements.
- Onboarding & Recruitment Support: Timely candidate interview scheduling, posting updates, and 100% complete new hire documentation (signed contracts, TD1/TD1N forms, void cheques, policy acknowledgments) collected and verified prior to start dates.
- HR Records & Compliance Readiness: Flawless, audit-ready maintenance of payroll GL reconciliations as well as confidential digital personnel files, Status Card documentation, proof of work eligibility, and statutory holiday calendar tracking.
- Service Level Agreements (SLAs): Responsive, clear, and professional resolution of employee inquiries across payroll, benefits, pension, and general HR operations within established target timeframes.
- Inter-Departmental Collaboration: Seamless coordination and communication across HR, Finance, and Operations following established RACI framework definitions and team workflow guidelines.
