About the Role
The Office of Human Resources (OHR) seeks a dynamic and highly motivated individual to serve as a Payroll Associate within the Payroll Unit. The Payroll Associate will report to the Payroll Supervisor and assist in supporting and executing Payroll functions. The selected individual will be knowledgeable in the City's Payroll policies and procedures and help to ensure that NYC Aging is in compliance with all applicable civil service laws, employment laws and collective bargaining agreements.
Duties and Responsibilities
- Prepare the bi-weekly Summary of Payroll to submit to the Office of Payroll Administration and Financial Information System Administration (OPA-FISA)
- Assist with researching, auditing and implementing Additions to Gross (ATGs), such as Recurring Increment Payment (RIP) and Longevity Increment; and maintain the agency Payroll ATG Tracking database.
- Process personnel actions and perform quality assurance to ensure implementation into the Payroll Management System (PMS).
- Review and audit Payroll reports such as the 161 Pending Pay details and 700 Pay Details Report to ensure accuracy.
- Assist Payroll Supervisor with processing Managerial Lump Sum (MLS) payments by creating the worksheets and gathering the necessary documentation for submission to the Comptroller’s Office.
- Process Payroll employment paperwork such as Direct Deposit, Commuter Benefits, College Savings Forms and DOI Processing Fees in the payroll systems.
- Maintain accurate record of paychecks mailed or picked up by employees who separate from the agency.
- Perform other related assignments and special projects as required by senior leadership.
Minimum Qualifications
PRINCIPAL ADMINISTRATIVE ASSOC - 10124
- A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
- An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
- A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above; or
- Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above.
Substitution: Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
Eligibility Requirements
In order to be considered for the position candidates must be a current City Employee and be serving permanently in the title of Principal Administrative Associate I or have taken the most recent Principal Administrative Associate I civil service exam and be reachable for appointment from the resulting list.
