Summary
The Payroll & HR Generalist administers payroll and leads human resources and workplace safety functions. This role supports employees and leadership through payroll administration, onboarding, employee relations, benefits, compliance, and safety programs. Working closely with management, the position aligns payroll, HR, and safety practices with company values, legal requirements, and organizational goals to promote a safe, compliant, and positive workplace.
Essential Duties and Responsibilities
The duties listed below are not exhaustive. Management may assign additional responsibilities as needed.
Payroll
- Process weekly payroll accurately for more than 90 employees.
- Maintain employee payroll records and process status changes, including new hires, transfers, promotions, pay changes, leaves, and terminations.
- Ensure payroll taxes, deductions, benefits, and other payroll-related items are accurately processed.
- Research and resolve payroll questions and discrepancies.
- Maintain current knowledge of federal and state payroll requirements.
- Process certified payrolls for publicly funded projects as needed.
- Support the Controller on specific projects.
Human Resources
- Manage the full employee lifecycle as the primary HR resource, including recruitment, hiring, onboarding, training, performance management, and offboarding.
- Develop, update, and recommend HR policies, procedures, and programs to ensure compliance with federal, state, and local laws.
- Administer compensation and benefits programs, including employee enrollments, plan changes, and inquiries, and evaluate benefit options with consultants.
- Guide employees and leadership on policies, procedures, employee relations, and conflict resolution while serving as a trusted and objective advisor.

- Represent the organization at recruitment, career fairs, and professional networking events to attract and retain talent.
- Partner with leadership to align workforce planning, talent management, and organizational development with business goals.
- Lead HR projects such as employee handbooks, compliance changes, and professional development opportunities.
Safety Coordination
- Develop, implement, and monitor safety programs to comply with OSHA, MSHA, DOT, and other applicable federal and state regulations.
- Coordinate and lead the activities of the safety committee to strengthen the company’s safety culture.
- Organize and support safety training sessions, Safety Day events, and ongoing compliance education for employees.
- Manage workers’ compensation claims, documentation, and return-to-work programs.
- Maintain accurate safety records, including procedures, incidents, and accident reports.
- Act as the primary liaison between management and external safety agencies, ensuring organizational alignment with safety standards.
- Maintain current knowledge of DOT truck driver file requirements and schedule required drug testing and physical examinations.

- Proven ability to develop, implement, and maintain HR policies and safety protocols that align with industry standards and organizational goals.
- High attention to detail with the ability to maintain accurate records, organized workflows, and clear communication across teams.
- Proficiency in Microsoft Office Suite and the ability to quickly learn and adapt to new HR and safety-related software and tools.
- Ability to maintain strict confidentiality and exercise discretion when handling sensitive information.
- Strong communication skills with the ability to build trust and credibility at all levels of the organization.
- Excellent organizational, problem-solving, and decision-making abilities.
- Ability to work independently and manage multiple priorities.
Education and/or Experience
- A Bachelor’s degree in Accounting, Human Resources, Business Administration, or a related field is preferred. An equivalent combination of education and experience will be considered; a high school diploma or equivalent is required.
- Three to five years of progressive experience in payroll, human resources, safety, or a combination of these areas is required; five or more years is preferred. Construction industry experience is strongly valued.
- Professional certification (PHR, SHRM-CP, CSP, or similar) is desirable but not required.
- Experience with Viewpoint Vista software is preferred.
Language Skills
Must possess strong verbal and written communication skills, with the ability to interact effectively with colleagues, clients, and visitors.
Reasoning Ability
Ability to solve practical problems involving concrete variables in situations with limited standardization and to interpret instructions provided in written, oral, diagram, or schedule form.
Physical Demands
This position primarily requires extended periods of sitting in an office environment, with occasional walking and standing.
