Position Title:           Payroll and Accounting Specialist

Qualifications:

  1. Education: High School Diploma required; Associate’s degree in Accounting, Business, or a related field preferred.
  2. Experience: Three (3) years of payroll experience (school district experience preferred), or five (5) years of experience in a position of comparable responsibility.
  3. Communication: Strong interpersonal and communication skills.
  4. Organization: Strong organizational and prioritization skills.
  5. Technical Skills: Proficiency in integrated software applications, including word processing, databases, and spreadsheets.
  6. Other: Any additional or alternative qualifications as deemed appropriate by the Board of School Directors.

Reports directly to the Assistant Business Director.

Principal Functions:  

The Payroll/Accounting Specialist is responsible for the accurate and timely processing of the district’s biweekly payroll, including the preparation of payroll reports, tax withholdings, electronic payments, required tax filings, and annual W-2 forms. In addition to managing payroll, the position oversees all required PSERS reporting and maintains precise retirement and payroll records in full compliance with federal, state, local, and district requirements. The Specialist also manages financial records by recording cash receipts, preparing journal entries, maintaining revenue and cash transaction logs, reconciling assigned payroll and revenue transactions, and ensuring the proper coding of district revenues. Furthermore, this role assists with financial reporting and provides essential documentation and support for internal and external audits as requested.

Essential Duties and Responsibilities*:

  1. Processes biweekly payroll for all district employees in accordance with federal, state, local, and district policies and procedures.
  2. Adjusts individual employee’s gross pay based on overtime worked, applicable deductions, additional compensation entitlement, and/or other payroll changes as required for each pay period.
  3. Coordinates direct deposit transfers to the bank after each payroll run.
  4. Coordinates payroll information with the Human Resources Department to ensure accurate employee records, including new hires, separations, retirements, leaves of absence, FMLA, salary adjustments, and employment status changes.
  5. Sets up payroll for co-curricular activities, supplemental compensation, stipends, and other approved payments upon receipt of authorized documentation.
  6. Reviews payroll registers, payroll checks, and system-generated reports to verify payroll accuracy and prepare required payroll reports, including: Net payroll and ACH direct deposit transfers; Court-ordered reports and ACH transmission of related payments; Payroll deduction reports for tax-sheltered annuities, union dues, PHEAA, and other authorized deductions; Reconciliation and electronic remittance of federal, state, local tax, and PSERS withholdings.
  7. Prepares and distributes annual employee W-2 forms and related reconciliation reports.
  8. Prepares quarterly and annual federal, state, and local payroll tax filings and required payroll reporting.
  9. Reviews and verifies payroll records to ensure employee payroll information is accurate and employer payroll obligations are processed timely and in compliance with applicable regulations.
  10. Administers all PSERS reporting requirements, including employee enrollments, class changes, purchase of service requests, leaves of absence, terminations, reconciliations, and all required weekly, biweekly, monthly, quarterly, and annual reporting.
  11. Assists employees and supervisors with payroll-related requests, including loan credit requests, verification of employment, unemployment, domestic relations, etc.
  12. Utilizes district financial, payroll, and office software applications to perform assigned responsibilities.
  13. Accurately records all cash receipts and maintains documentation of cash transactions by bank account each month.
  14. Prepares payroll, tax, credit card, and other assigned journal entries.
  15. Clears outstanding checks and maintains accurate records of cash transactions by bank account.
  16. Ensures proper coding of district revenues and assigned accounting transactions.
  17. Prepares financial reports, budget reports, payroll reports, and other accounting reports as requested by the Assistant Business Director.
  18. Assists the state and independent auditors by providing requested documentation and supporting records.
  19. Prepares cash sheet and reconciles all tax revenue, and other assigned revenue sources.
  20. Prepares and updates Change Report for Interim Real Estate Taxes and other assigned tax-related records.
  1. Maintains and records Food Service financial transactions and assist with required annual inspections, as assigned.

  3. Organizes and maintains payroll, accounting, and financial records, transaction documentation, spreadsheets, and procedural manuals.
  4. Uses computers, printers, scanners, copiers, and other office equipment.
  5. Maintains the confidentiality of employees and financial information.
  6. Performs other duties related to payroll, accounting, and Business Office operations as assigned by the Assistant Business Director.
