Job Title: OFCI & Procurement Coordination Manager – AI / HPC Infrastructure

Location: West Palm Beach, FL – Travel required to active development and construction sites

Reports To: VP of Commercial and Procurement (Dotted line: SVP of Capital Projects)

Role Summary

The Procurement Coordination Manager is responsible for the end-to-end lifecycle of Owner Furnished Contractor Installed (OFCI) equipment across a global portfolio of AI and High-Performance Computing (HPC) facilities. This role bridges the gap between strategic sourcing and site execution, ensuring that high-complexity, long-lead equipment is not only purchased but also manufactured, tested, delivered, and commissioned in alignment with aggressive "speed-to-market" schedules.

Key Responsibilities

1. Multi-Site Portfolio Coordination

· Synchronized Execution: Coordinate procurement across concurrent AI/HPC sites, ensuring master program schedules align with site-specific construction milestones.

· Process Standardization: Implement uniform procurement workflows, standard MSAs, and automated tracking documentation to ensure "one way of working" across all regions.

· Visibility: Maintain real-time dashboards for procurement status, identifying portfolio-wide risks and dependencies.

2. Technical Lifecycle & Quality Assurance (FAT to Level 5 Cx)

· Critical Equipment Oversight: Lead procurement for mission-critical systems:

o Power: Switchgear, Transformers, UPS, Generators, and Busway.

o HPC Cooling: Liquid cooling manifolds, CDUs, Chillers, and Heat Rejection.

· Factory Oversight: Perform physical factory audits and production "spot checks" to verify manufacturer progress reports against physical reality.

· Commissioning Integration: Partner with Commissioning Agents (CxA) to manage Factory Acceptance Testing (FAT) and ensure all Level 1–5 documentation is captured for seamless site integration.

3. Schedule, Cost, and Risk Management

· Forecasting: Drive accuracy in lead-time forecasting and manage Capacity Reservation Agreements to secure factory slots in supply-constrained markets.

· Financial Control: Support budget adherence by monitoring commitments, change orders, and cash flow timing for capitalization.

· Risk Mitigation: Identify geopolitical or supply-chain exposures and develop contingency plans (e.g., secondary sourcing or safety stock).

4. Logistics, Claims, and Warranty

· Site Readiness: Coordinate "last-mile" logistics, including shipping, rigging requirements, and site storage readiness to prevent demurrage or damage.

· Claims Management: Act as the lead for resolving commercial claims related to transit damage or equipment found "dead-on-arrival."

· Warranty Hand-off: Manage the transition of equipment from "Construction" to "Operations," ensuring all warranties and O&M manuals are transferred to the Facilities team.

5. Stakeholder & Vendor Management

· Central Hub: Serve as the primary liaison between Strategic Sourcing, EPC Contractors, Design Engineers, and Manufacturers.

· Spares Strategy: Develop and execute a standardized "Critical Spares" program for each site to ensure day-two operational reliability.

· Contractual Acumen: Support Legal in drafting and executing datacenter-specific T&Cs and MSAs to accelerate the buyout process.

Required Qualifications

· Education: Bachelor’s degree in Supply Chain, Engineering, Construction Management, or related field.

· Experience: 8+ years in procurement or project delivery for large-scale mission-critical facilities (Datacenters, Semiconductor Fabs, or Power Plants).

· Market Knowledge: Deep understanding of the global supply chain for electrical and mechanical infrastructure.

· Technical Literacy: Ability to read submittals, SLDs (Single Line Diagrams), and P&IDs to ensure purchased equipment meets design intent.

Preferred Qualifications

· Experience specifically with Liquid Cooling (Direct-to-Chip/Immersion) and high-density AI power requirements.

· Background in Program Controls or Scheduling (Primavera P6 or similar).

· Experience managing International Logistics and VAT/Customs implications for global deployments.

Success Metrics

· Schedule Variance: Zero project delays caused by OFCI equipment delivery or quality issues.

· Commissioning Efficiency: 100% of equipment arriving with "Cx-ready" documentation and successful FAT completion.

· Standardization Rate: Percentage of projects utilizing standardized MSAs and preferred vendor configurations.

· Cost Predictability: Accuracy of procurement forecasts versus actual final costs
