Job Description:
Under general supervision, perform a wide variety of professional level procurement duties involving evaluating and monitoring estimated food costs of Georgia organizations participating in two federally funded child nutrition programs: monitor contract and bidding process; implementing technological enhancements to the current State Agency website, application and processing system that will automate and streamline procurement requirements; provide procurement training and education; maintain required records to support compliance with federal, state and local regulations and policies. Report trends and conduct annual gap analysis related to compliance and application of federal regulations and policies. Join initiatives which encourage purchasing local foods “from the farm to the tables” of early child care providers. 

Job Responsibilities:

• Plan, supervise and monitor the duties and performance of up to two (2) staff positions as they support administering the Division’s procurement-related functions and projects (i.e., client online records platform; online vendor list; online vendor registration platform; contract and/or agreement review, assessment, approval; records maintenance, etc.)
• Oversee grant-awarded projects from start to completion including tracking deliverables, timelines, and spending against grant budgets and program reporting.
• Evaluate and approve procurement procedures and written codes and standards of conduct for new and experienced sub-recipients participating in the Child and Adult Care Food Program (CACFP) and Happy Helpings (Summer Food Service Program). Ensure all estimated costs for purchases with federal reimbursement are evaluated in accordance with federal regulations and state policy. Maintain required records to support action taken and to meet federal approval and retention requirements. 
• Review and interpret new and/or proposed regulations/policies related to CACFP and Happy Helpings procurement requirements and make recommendations on how best to apply the requirements.
• Develop and/or maintain current standard operating procedures for procurement evaluation and reviews; maintain current knowledge of basic accounting principles and practices of governmental budgeting and procurement requirements.
• Attend bid openings and evaluate sub-recipient procurement processes and documents.
• Evaluate bid advertisements, bid proposals, budget/cost projections, contracts, vendor selection processes, agreements, and other required supporting documentation to ensure proper procurement procedures were followed in accordance with USDA regulations and State policy.
• Sustain existing supplier/vendor relationships. Develop intra- and inter-state supplier/vendor partnerships to support purchasing practices and increased access of meal requirements for program participants.
• Draft/revise training materials such as procurement-related handbooks, manuals, toolkits and templates, to ensure satisfactory understanding of procurement practices and alignment with state and federal procurement regulations. Create and/or maintain a library of resources of current information. 
• Identify trends, common issues/errors and areas of improvement, and make recommendations on procurement matters and assist in the implementation and monitoring of changes. 
• Collaborate with Nutrition’s Training Unit to develop specialized training and resources and provide technical assistance in meeting federal or state budget and financial management requirements. Provide training and/or technical assistance via in-person, virtual and/or telephone.
• Establish and maintain partnerships with internal and external stakeholders and other state departments that provide related services or share common goals, values, and mission. 
• Develop, execute, and maintain a Farm to Early Childhood and Education (ECE) Component to DECAL’s current institution-led procurement and local sourcing practices:
  • Collaborate with internal and external stakeholders on developing goals, strategies and activities related to promoting local sourcing initiatives expanding access to unprocessed, farm fresh foods in CACFP and Happy Helpings meal service.
  • Partner with similar state agencies or community-based organizations on promoting access to locally grown products, vendors and suppliers in early education/care settings.
  • Develop specialized training and resources for Farmers, Farmer’s Markets, Distributors, and Community Supported Agriculture on promoting buying local to institutions.
  • Develop relationships with Farmers, Farmer’s Markets, Distributors, Community Supported Agriculture organizations, vendors and suppliers promoting selling practices of local foods to child care centers, after school programs as well as to summer meal sites and sponsors.
  • Provide effective technical assistance and best practices to CACFP and Happy Helpings participants on incorporating Farm to Table practices in early care settings.
  • Work in partnership with Nutrition Services’ Marketing and Outreach Manager on the circulation of resources and information highlighting the benefits of purchasing locally sourced products in early care and education settings.
• Maintain adequate procurement-related State agency and client records and documents in accordance with USDA regulations and State policy.

Required Minimum Qualifications: 
Associate degree in accounting or business or a directly related field from an accredited college or university and four (4) years of job-related experience in a procurement environment, which included one (1) year in a lead worker, team leader, or supervisory role; or Technical diploma in accounting or business from an accredited college or university and five (5) years of job-related experience in a procurement environment which included one (1) year in a lead worker, team leader, or supervisory role; or two (2) years of experience at the lower level Procurement Agent 3 (FEP022) or position equivalent. Note: Some positions require Georgia Procurement Manual area-specific certification(s).

Preferred Qualifications – External:

In addition to possessing experience to perform the job responsibilities listed above:

• Master’s Degree in Business, Accounting, Finance, Public Administration or related field from an accredited college or university.
• Minimum of one year experience with developing policies and procedures or standard operating procedures for federal or state programs.
• Minimum of one year experience with federal regulations, formal procurement and purchasing of food or food-related items; providing technical support in collecting bids; completing procurement documents; and recordkeeping.
• Knowledge of and/or experience working with state and/or federally funded Child Nutrition Programs such as the National School Lunch Program (NSLP), School Breakfast Program (SBP), Child and Adult Care Food Program (CACFP), or Summer Food Service Program (Happy Helpings).
• Knowledge of procurement laws and regulations (e.g., FAR, USDA/state/local procurement rules and grant requirements).
• Ability to interpret contracts, policies, and legal requirements.
• Professional certifications in purchasing or procurement is a plus. 
• Exceptional case management/investigative and communication skills.

Physical Requirements:

• Receive detailed information through oral communication.
• Speak clearly.
• Occasionally continuously stand or walk for long periods of time; regularly requires bending, stooping, reaching, twisting, lifting, pushing, pulling and moving items or materials occasionally of moderate weight up to 30 pounds.
• Use close visual acuity to perform an activity such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading and visual inspection.
• Review, classify, categorize, prioritize, and/or analyze data.  Includes exercising discretion in determining data classification.
• Exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
• Use full range of hand and finger motion for data entry purposes.
• Must have a valid Georgia driver's license, insurance coverage and have the ability to drive for extensive periods as needed.

Technical Competencies:

• Knowledge and use of Data Management systems (MS Office Suite-Word, Excel, Publisher, Power Point and/or Access) and training development/design software.
• Knowledge of most recent dietary guidelines and research related to health, nutrition and weight-related illnesses in children; fighting obesity and hunger, and facts, findings, and prevention initiatives related to children in early education and care settings.
• Ability to develop training presentations and materials using adult learning principles.
