What is the Opportunity?

The Procurement Manager is responsible for leading procurement and supply chain activities across all phases of US New Nuclear Development (US NND) project delivery, from early development and contracting strategy through to execution and closeout.

This role ensures that procurement is fully integrated into project planning and delivery, enabling early identification of risks, identifying qualified suppliers, supply chain constraints, and qualified sources for both quality and technical capabilities, while ensuring timely, compliant, and cost-effective delivery of materials, equipment, fabricated components, engineered equipment, and subcontracted services.

As a core member of the Project Management Team (PMT), the Procurement Manager drives supplier performance, supports schedule certainty, and ensures alignment with nuclear regulatory, quality, export control, commercial, and contractual requirements for US NND opportunities.

What You'll Do Here:

Development Phase – Strategy & Planning

• Lead development of the project procurement strategy, aligned with the project execution model including modularization, fabrication, field installation, engineered equipment, long-lead materials, and subcontracted services.
• Identify long-lead materials, critical equipment, engineered equipment, fabrication scopes, and key subcontract scopes early in the project lifecycle.
• Define sourcing strategies including competitive bids, strategic partners, sole source where justified, commercial packaging, and supplier risk mitigation approaches.
• Establish supplier qualification and prequalification plans, ensuring alignment to nuclear QA requirements, NQA-1 expectations, ASME requirements where applicable, regulatory commitments, and client requirements.
• Work with Engineering, Quality, Construction, Commercial, and Project Controls to align specifications, scopes, procurement packages, and supplier deliverables with execution schedules and project milestones.
• Support development of contracts, commercial terms, procurement risk allocation, and supplier governance strategies.

Validation Phase – Supplier Qualification & Readiness

• Lead supplier qualification, audits, and pre-award evaluations, ensuring vendors meet nuclear quality, technical, regulatory, commercial, and export control requirements.
• Prepare a comprehensive Procurement Plan that defines procurement execution approach, sourcing strategy, approval workflows, procurement schedule, supplier oversight, expediting, logistics, and reporting requirements.
• Coordinate cross-functional reviews of procurement packages with Engineering, Quality, Construction, Project Controls, Commercial, Legal, and client or partner stakeholders prior to issue.
• Validate readiness of suppliers, fabrication plans, inspection and test plans, quality documentation, and logistics strategies prior to award and execution.
• Ensure procurement documentation, specifications, flow-down clauses, quality requirements, commercial terms, and contracts are complete, compliant, and execution-ready.
• Support readiness reviews to confirm procurement is aligned with US NND project execution planning, construction readiness, fabrication readiness, and schedule requirements.

Execution Phase – Procurement Delivery

• Manage end-to-end procurement activities including bidding, evaluation, negotiation, award, purchase order management, subcontract administration, expediting, and closeout.
• Administer contracts and manage supplier/subcontractor performance against safety, quality, schedule, cost, commercial, regulatory, and documentation objectives.
• Track and report on procurement status, expediting, supplier deliverables, delivery risks, commercial issues, nonconformances, and mitigation actions.
• Lead expediting, logistics coordination, material delivery, engineered equipment delivery, and supplier documentation readiness to support construction, modularization, and fabrication timelines.
• Maintain strong integration with Construction, Engineering, Quality, Project Controls, Commissioning, and Commercial teams to ensure material availability aligns with field execution, turnover, and project milestones.

Supplier & Subcontractor Performance Management

• Monitor supplier performance, including delivery, quality, documentation, expediting responsiveness, contract compliance, and commercial performance.
• Work closely with Quality teams to ensure supplier adherence to nuclear QA programs, inspection requirements, audit findings, corrective actions, and required quality records.
• Address supplier issues, including delays, nonconformances, claims, quality documentation gaps, expediting constraints, and commercial disputes.
• Drive continuous improvement across the supply chain to reduce risk, improve performance, strengthen supplier readiness, and support future US NND opportunities.

Commercial & Contract Management

• Lead contract negotiations, change management, claims resolution, supplier correspondence, and commercial strategy development within the procurement scope.
• Manage cost control within procurement scope, including tracking commitments, forecasts, change exposure, supplier claims, and procurement-related risks.
• Ensure alignment between contract terms, procurement packages, commercial strategy, project risk profile, schedule needs, nuclear quality obligations, and client requirements.
• Support dispute resolution and develop commercial mitigation strategies with Project Management, Commercial, Legal, and project leadership.

US NND Project Integration & Interface Management

• Integrate procurement activities with Engineering, Quality, Construction, Project Controls, Commercial, Licensing, Commissioning, and partner organizations.
• Support development of work packaging, sequencing, construction readiness planning, fabrication readiness planning, logistics planning, and supplier deliverable tracking.
• Participate in risk identification and mitigation planning from a procurement, supply chain, commercial, supplier quality, and logistics perspective.
• Provide regular reporting and updates to project leadership and stakeholders, including procurement dashboards, supplier risk registers, expediting status, commitment tracking, and mitigation plans.
• Support integration of procurement requirements into project governance, readiness reviews, bid planning, validation phase deliverables, and execution phase controls.

Team Leadership & Capability Development

• Lead and develop procurement professionals across the project, including buyers, expeditors, supply chain coordinators, subcontract administrators, and procurement support personnel.
• Ensure team members are trained and aligned with nuclear procurement, commercial, quality, export control, and regulatory requirements.
• Foster strong collaboration across internal teams, external suppliers, clients, partners, and subcontractors.
• Support development of supply chain capability, supplier intelligence, procurement templates, lessons learned, and reusable procurement playbooks for future US NND projects.
• Promote a strong nuclear safety culture, ethical procurement practices, inclusion, accountability, and continuous improvement across the procurement function.

Supervisory Responsibilities

• Direct oversight of procurement and supply chain team members, as assigned.
• Functional leadership across project teams for procurement-related activities.
• Influence across Engineering, Quality, Construction, Commercial, Project Controls, Commissioning, Legal, and partner stakeholders.

What You Bring to the Team:

Education & Certifications

• Bachelor’s degree or College Diploma in Supply Chain, Engineering, Business, Construction Management, or a related discipline.
• SCMP, CPSM, CPM, CSCP, or equivalent certification considered an asset.
• Training or experience related to nuclear procurement, supplier quality, NQA-1, ASME, export control, or contract management considered an asset.

Experience & Qualifications

• 10+ years of progressive procurement/supply chain experience in EPC, construction, nuclear, energy, fabrication, major infrastructure, or highly regulated project environments.
• Experience in nuclear or highly regulated industries strongly preferred, including US NND, SMR, advanced reactor, DOE, major nuclear construction, or other complex capital project environments.
• Demonstrated experience supporting project-based procurement across development, validation, execution, and closeout phases.
• Experience managing complex supplier networks, long-lead equipment, engineered equipment, fabrication packages, and subcontracted work scopes.
• Strong understanding of procurement lifecycle within EPC or project-based delivery models, including supplier qualification, sourcing, contracting, award, expediting, logistics, change management, and closeout.
• Knowledge of nuclear quality requirements and regulatory expectations, including CSA N299, ASME, NQA-1, supplier quality records, inspection requirements, and applicable client requirements considered an asset.
• Strong commercial, negotiation, contract management, supplier oversight, risk management, and claims management skills.
• Ability to operate in a fast-paced, multidisciplinary project environment with project site, office, supplier, vendor, fabrication, and partner interfaces.
• Travel required for supplier audits, site coordination, fabrication oversight, client or partner meetings, and project support.
• Extended hours may be required to support project milestones.
• Demonstrates accountability, integrity, ethical procurement practices, strong commercial judgment, and a proactive, solutions-focused mindset.
• Builds strong relationships across internal teams, external suppliers, partners, subcontractors, and clients.
• Champions nuclear safety culture, regulatory compliance, procurement governance, and right-first-time supplier performance.

Additional Requirements

• Ability to obtain and maintain required nuclear site access authorization and security clearance, where applicable.
• Ability to satisfy applicable export control requirements, including U.S. export control and controlled goods requirements where applicable.
• Ability to travel across project locations, supplier facilities, fabrication shops, offices, and partner locations as required.
• Ability to support project milestones, supplier readiness reviews, audits, and critical procurement deadlines.
