Manager of Enterprise Accounting & Financial Reporting

UI Health Care has an opportunity for a skilled Manager of Enterprise Accounting & Financial Reporting  to manage significant enterprise-wide accounting and financial reporting processes for University of Iowa Health Care, including personnel expense accounting, employee benefit-related liabilities, gift accounting, cash and investment reporting, cash flow forecasting support, revenue bond and debt-related reporting, lease and right-of-use liability accounting, self-insured liabilities, medical malpractice reporting, Iowa Medical Mutual Insurance Company accounting support, and assigned technical accounting matters.

This role provides direct leadership over assigned components of the month-end and year-end close processes, ensuring accurate financial reporting, well-supported reconciliations, strong internal controls, and audit-ready documentation across complex hospital, academic, debt, liability, and enterprise reporting areas. The position supervises and develops staff, supports technical accounting research and GASB implementation planning, strengthens financial reporting processes, and partners with leaders across UI Health Care, the Carver College of Medicine, University finance functions, operational departments, and external stakeholders.

The manager is expected to help modernize accounting and financial reporting through improved documentation, standardized reconciliations, RACI matrices, workflow redesign, Power BI and reporting enhancements, automation opportunities, stakeholder training, and stronger internal control narratives. This role plays a key part in helping the Accounting & Financial Reporting team move from manual, institutional-knowledge-dependent processes to a more scalable, auditable, and resilient financial reporting infrastructure.

This position is eligible for hybrid work within Iowa and will require a work arrangement form to be completed upon the start of your employment. Per policy, work arrangements will be reviewed annually and must comply with the remote work program and related policies and employee travel policy when working at a remote location. 

This position is not eligible for University sponsorship for employment authorization now or in the future.

Responsibilities:

Enterprise Accounting & Financial Reporting:

• Manage assigned enterprise accounting and financial reporting responsibilities across UI Health Care, including hospital and Carver College of Medicine personnel expenses, employee benefit-related liabilities, gift accounting, cash and investments, cash flow forecasting support, debt-related reporting, lease and right-of-use liabilities, self-insured liabilities, medical malpractice activity, and Iowa Medical Mutual Insurance Company-related reporting.

• Review journal entries, reconciliations, supporting schedules, workpapers, and variance analyses to ensure accuracy, completeness, appropriate accounting treatment, and audit readiness.

• Lead assigned components of the month-end and year-end close processes, including coordination of deadlines, review of staff work, issue resolution, and communication of significant risks or unusual activity.

• Partner with the Director of Accounting & Financial Reporting and peer managers to ensure income statement and balance sheet components are properly recorded, analyzed, and communicated.

• Prepare or review financial summaries, analyses, dashboards, and supporting schedules for finance leadership, operational stakeholders, external auditors, bond-related reporting, and other users.

Personnel Expense Accounting & Employee Benefit Liabilities

• Manage assigned accounting and financial reporting processes related to salaries, wages, variable compensation, contract labor, payroll accruals, compensated absences, employee benefits, pension/OPEB-related activity, and other personnel expense categories.

• Partner with Human Resources, Payroll, Compensation, operational finance, Carver College of Medicine stakeholders, and other teams to improve the accuracy, timing, and documentation of personnel expense recognition.

• Develop standardized workpapers, reconciliations, review procedures, and analytical tools to support accurate monthly recording and reporting of personnel expenses and related liabilities.

• Identify trends, anomalies, timing issues, or data quality concerns affecting personnel expense reporting and recommend corrective actions.

Gift Accounting, Cash, Investments & Cash Flow Forecasting

• Manage assigned gift accounting and monitoring processes across the enterprise, including review of gift-related financial activity, deficit monitoring, timely transfer considerations, and alignment with institutional policies and reporting expectations.

• Provide financial reporting leadership for assigned cash and investment balances, including reconciliations, supporting schedules, trend analyses, and reporting to finance leadership.

• Support development and improvement of cash flow forecasting tools, reporting processes, and related financial analyses.

• Partner with University finance functions, departments, and other stakeholders to clarify ownership, documentation, and monitoring expectations for gift, cash, and investment-related processes.

Debt, Revenue Bonds, Right-of-Use Liabilities & Private-Use Compliance Support

• Manage or support assigned accounting and financial reporting processes related to revenue bonds, debt service activity, bond-related liabilities, interest expense, deferred inflows/outflows or other debt-related accounting items, and related financial statement support.

• Review or prepare assigned debt-related reconciliations, supporting schedules, journal entries, workpapers, and audit support to ensure completeness, accuracy, and consistency with institutional financial reporting requirements.

• Manage or support accounting and reporting processes for leases, subscription-based information technology arrangements, right-of-use assets, right-of-use liabilities, and related amortization or interest schedules.

• Partner with Capital Assets Management, Purchasing, and operational stakeholders to support appropriate accounting treatment, documentation, and reporting for financing, lease, and right-of-use arrangements.

• Support monitoring, documentation, and coordination related to private-use compliance considerations for tax-exempt financing, including collaboration with appropriate University and UI Health Care stakeholders.

• Develop process documentation, internal control narratives, and recurring review procedures for assigned debt, lease, right-of-use liability, and compliance-sensitive reporting areas.

IMMIC, Self-Insurance & Medical Malpractice Reporting

• Manage assigned accounting and financial reporting processes related to Iowa Medical Mutual Insurance Company, self-insured liabilities, medical malpractice reserves, open medical malpractice claims, and related premium or allocation activity.

• Partner with legal, risk management, actuaries, external auditors, insurance stakeholders, and finance leadership to support accurate and timely financial reporting for medical malpractice and self-insurance activity.

• Review supporting schedules, actuarial inputs, claim monitoring reports, reconciliations, journal entries, and disclosures related to assigned self-insured liabilities.

• Strengthen documentation, review evidence, and audit readiness for IMMIC and medical malpractice-related accounting processes.

Technical Accounting, GASB & Policy Implementation

• Support technical accounting research, planning, documentation, and implementation for new GASB standards and other accounting policy matters impacting UI Health Care.

• Assist in evaluating accounting implications of new transactions, new service lines, entity changes, acquisitions, financing arrangements, lease and right-of-use arrangements, financial system changes, and other enterprise initiatives.

• Prepare or review accounting memos, implementation plans, internal control narratives, and supporting documentation for assigned technical accounting topics.

• Partner with University accounting, finance leadership, external auditors, and operational stakeholders to support consistent application of accounting standards and institutional policies.

Financial Reporting Modernization, Controls & Audit Readiness

• Lead or support initiatives to standardize reconciliations, journal entry support, workpaper templates, RACI matrices, process maps, job aids, and internal control narratives for assigned areas.

• Identify opportunities to use Power BI, dashboards, workflow tools, reporting automation, or internally developed solutions to improve financial reporting reliability, transparency, and efficiency.

• Partner with Information Technology, analytics teams, and financial system stakeholders to define business requirements for reporting enhancements, workflow improvements, and automation opportunities.

• Support audit requests by ensuring assigned schedules, reconciliations, workpapers, and supporting analyses are complete, timely, and easy to follow.

• Identify control gaps, inconsistent practices, undocumented procedures, and recurring process bottlenecks; recommend and implement improvements to strengthen financial reporting reliability and business continuity.

Leadership, Training & Stakeholder Partnership

• Supervise, mentor, and develop assigned financial analysts or accounting staff, including setting expectations for quality, timeliness, communication, documentation, and ownership.

• Provide review feedback and coaching to strengthen staff judgment, technical accounting knowledge, analytical capabilities, workpaper quality, and ability to independently manage recurring processes.

• Develop cross-training and coverage plans to improve continuity during vacancies, leaves of absence, vacations, and peak close/audit periods.

• Develop and deliver training, job aids, and guidance to finance staff, department administrators, operational leaders, and other stakeholders on assigned accounting and financial reporting processes.

• Promote a culture of accountability, collaboration, continuous improvement, documentation, audit readiness, and respectful stakeholder partnership.

Required:

• A Bachelor’s degree in Accounting or an equivalent combination of education and experience is required. 

• Five years of progressive experience in accounting, financial analysis, or related finance functions..

• Demonstrated experience with month-end close, journal entries, account reconciliations, accrual accounting, financial analysis, and internal controls.

• Demonstrated ability to review accounting workpapers, identify issues, and communicate needed corrections or improvements.

• Demonstrated ability to manage multiple priorities, meet tight deadlines, and work effectively in a complex, fast-paced environment.

• Demonstrated ability to work independently and cross-functional teams.

• Excellent written and verbal communication skills.

Desired:

• Certified Public Accountant license.

• Experience in healthcare, academic medical center, higher education, governmental, or other complex multi-entity accounting environment.

• Experience with personnel expense accounting, payroll accruals, employee benefit liabilities, gift accounting, cash and investment reporting, debt accounting, lease or right-of-use liability accounting, self-insurance, medical malpractice liabilities, or similar complex accounting areas.

• Experience with GASB standards, technical accounting research, accounting policy implementation, audit support, debt-related financial reporting, lease accounting, or private-use compliance considerations.

• Demonstrated ability to transform data into useful information tailored to leadership needs through storytelling and data visualizations.

• Experience with PeopleSoft, Oracle, ERP systems, relational databases, structured query language (SQL), Tableau, PowerBI.

• Experience in identifying opportunities for operational improvement and using creative efforts to bring about solutions.

• Experience identifying opportunities for process improvement and implementing practical solutions.

• Knowledge of healthcare finance, Medicare Cost Reporting, and 340B compliance considerations.

• Supervisory experience.
