This role exists to ensure Dominion can navigate, influence, and execute within Canada’s federal defence procurement system with precision, speed, and credibility. As we scale, disciplined capture and procurement strategy are mission-critical to accelerating Arctic and allied capability without compromising compliance.
The Role: Lead, Government Procurement & Defence Programs
This is a hands-on builder role responsible for owning and executing Dominion’s federal defence procurement strategy. You will operate daily across PSPC, DND, Treasury Board, and related agencies — translating industrial policy into executable capture plans and defensible contract wins.
You are not observing the system — you are navigating it, shaping it, and helping Dominion move through it with speed and integrity.
What You’ll Do
Lead engagement with PSPC contracting authorities and DND Materiel Group
Identify and qualify procurement pathways (RFP, sole source, ITB, innovation programs)
Shape proposal strategy and structure compliant, defensible submissions
Anticipate program decision gates and procurement risks early
Track emerging capital investment signals and requirement development
Interpret Defence Industrial Strategy priorities into capture positioning
Advise leadership on domestic content, sovereign supply chains, ITBs, and Canadian IP positioning
Support bid/no-bid decisions with disciplined strategic analysis
Structure teaming arrangements that protect Dominion’s long-term positioning
Strengthen procurement documentation and compliance frameworks
Prepare for audits and reporting requirements
Improve internal processes to scale contract execution velocity
What You’ll Bring
7–12 years of experience in Canadian federal procurement
Direct exposure to PSPC defence procurement processes
Experience working with DND capital projects or program offices
Demonstrated ownership of defence RFPs end-to-end
Strong understanding of Industrial and Technological Benefits (ITB) frameworks
Exceptional written and verbal communication skills
Operational discipline and comfort within structured regulatory systems
Strategic judgment balanced with pragmatic execution
High integrity and sound decision-making
Eligibility for Secret security clearance (or higher)
It will be nice if you had
Experience inside PSPC, DND, or ISED
Experience inside a Canadian defence contractor
Familiarity with Arctic or sovereignty programs
An existing Canadian defence procurement network
