The Virginia Retirement System (VRS) is seeking a Senior Investments Compliance Analyst to join the Investments Compliance Team. The Senior Analyst is responsible for assisting the Investments Compliance Officer in the administration, direction, management, and oversight of the compliance function within the VRS Investment Department. Additionally, they will work with internal investment professionals, the master record keeper, and external investment managers to ensure proper controls and safeguards are in place to protect the investments of the pension trust fund.
The incumbent is also responsible for special projects assigned by the Investments Compliance Officer and the Chief Administrative Officer.

Essential job duties include:

• Monitor adherence to Investment Department policies and procedures and perform analysis of operational adequacy, including due diligence procedures as they pertain to internal and external investment managers, custodians of VRS assets, consultants, and other outside entities

• Review back-office functions of external investment management firms to evaluate the overall control environment and ensure proper safeguarding of VRS assets

• Interact directly with senior management of external firms (i.e. Chief Financial Officer, Chief Compliance Officer, Controller, Legal and Regulatory personnel, etc.)

• Assist the Investments Compliance Officer with the review and interpretation of new and/or revised laws and regulations related to regulatory reform; assist with the development and implementation of procedures necessary to ensure compliance

• Prepare reports for Board of Trustees and Investment Advisory Committee meetings

• Respond to industry surveys and other requests for information

• Other duties as assigned

Minimum Qualifications:

• Bachelor’s degree in business, finance, accounting or related field, required; an equivalent combination of education and experience may also be considered

• A broad knowledge base of investment categories including public equity, fixed income, real assets, credit strategies, and/or private equity investment programs

• General knowledge in the areas of accounting, internal controls, operational due diligence, and/or regulatory compliance

• Strong organizational and analytical skills, with a process mindset (critical thinking/attention to detail), and interest in solving complex problems

• Ability to effectively communicate across various investment and investment support groups (both internal and external)

• Excellent verbal and written communication skills

• Superb work ethic with a positive professional attitude, and commitment to excellence

• Ability to treat sensitive information in an appropriate manner

• Ability to work independently and prioritize assignments while managing multiple projects concurrently; meet deadlines

• High level proficiency with Microsoft Office products, particularly Excel

Additional Considerations:

• A minimum of seven years of related experience in investments compliance, internal controls, and/or back-office functions related to investments operations/compliance, preferred.

• An advanced degree and/or professional designation such as CPA or CIA is also preferred.

Hiring Range:

$112,000-$123,000
