Description:

The Grants & Procurement Director provides strategic leadership and countywide oversight of the County’s grants and procurement programs. Directs grant administration, financial oversight, compliance, and governance, as well as procurement activities, systems, and practices. Ensure programs operate in accordance with applicable laws, regulations, policies, and fiscal requirements and align with County priorities. Promotes coordination across County departments and serves as a key advisor to executive leadership and the Board of County Commissioners.

SCHEDULE:

This position operates on our four-day work week (Monday-Thursday). 

This position is remote with occasional in-office work as determined by business need.

COMPENSATION:

Hiring Range: $132,298.89 - $157,435.68USD Annual 

Compensation will be determined based on education, experience, and skills used by department.

ESSENTIAL DUTIES:

• Provides strategic leadership and operational oversight of countywide grants management and procurement programs, including policies, procedures, systems, service delivery, performance measures, training, internal controls, and continuous improvement.
• Advises County leadership on grants and procurement including contracting, compliance, fiscal stewardship, and related policy matters. Develops and presents recommendations, reports, analyses, and briefings to support informed decision-making.
• Directs countywide grant activities, including funding acquisition, administration, financial management, compliance, reporting, monitoring, and audit-related requirements. Oversees County-administered grant programs and special or restricted funding initiatives and ensures grant resources and activities align with County priorities and financial objectives.
• Directs countywide procurement activities and establishes standards to promote competitiveness, transparency, consistency, compliance, fiscal responsibility, and effective acquisition of goods and services. Provides direction on complex or specialized procurements.
• Promotes coordination and builds effective relationships across County departments, leadership, governing bodies, community partners, and other stakeholders. Leads cross-functional problem-solving and provides guidance on complex, sensitive, or high-risk matters.
• Oversees grants and procurement systems, processes, resources, training, and performance. Identifies and implements opportunities to improve efficiency, service delivery, compliance, and organizational outcomes.
• Provides input on County financial planning and strategic priorities and directs the development and administration of the division's operating budget.
• Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures, and standards. Communicates changes in policy and procedures to direct reports and implements them as directed.

Minimum Qualifications:

• Education: Bachelor’s degree in public administration, accounting, finance or related field
• Experience: Three (3) years of supervisory experience & five (5) years of work-related experience
• Note an equivalent combination of education and experience is acceptable

Preferred Knowledge, Skills and Abilities:

• Experience leading a grants management, public procurement, contracting, financial management, or comparable public-sector administrative program, including advising executive leadership.
• Experience developing and implementing organization-wide policies, systems, training, performance measures, and process improvements.
