Roles and Responsibilities
Monitor compliance with federal, state, and local regulatory requirements. Stay abreast of laws and regulations. Research regulations. Determine gap areas requiring action.
Lead and implement regulatory projects and ensure maintenance of regulatory systems requirements.
Own project governance and operating rhythms; ensure effective communication, reporting and reviews.
Track and research new regulations being proposed, and when they are enacted including local municipalities, state, and Federal law updates/change
Respond to government investigations and inquiries as key point of contact.
Design and lead multifaceted educational and training programs focused on elements of the regulatory and compliance mandates.
Lead functional teams or projects with moderate resource requirements, risk, and/or complexity. Presents business solutions to leaders in functional area.
Tax & Regulatory Governance:
Concerned with legal compliance in Tax, Labor & Employment, Mobility & Immigration, for all relevant employee types (e.g.: Local EE’s, Termed, Retired, Mobile).
Understanding the changing legislative requirements and ensuring the business remains compliant and optimized. Sets policy on taxation of benefit related matters (e.g.: Travel & Living).
Provides guidance to operational team to interpret regulations and design/maintain compliant processes. Oversight of payroll and pay code tax compliance.
Sets Tax mobility strategy, including EE matters and company filings.
Manages external audits through life cycle up to litigation.
Provides support for tax and regulatory matters operational escalations and other (e.g.: Ombuds).
Monitors Data Privacy regulations and provide guidelines on data retention.
Partner with L&E team on connected matters.
Specialty Compensation and Benefits:
Concerned with plan design and regulatory compliance of day-to-day administration of long-term liabilities (Pension, Equity, Deferred), and other specialty compensation or benefit plans, focused on the design and monitoring of tax reporting obligations into payroll.
Required Qualifications
Bachelor’s degree in Accounting, Finance, Law, Business Administration, Human Resources, or a related discipline; Master’s degree, JD, CPA, or equivalent preferred.
8+ years of progressive professional experience in tax, regulatory compliance, controllership, payroll governance, labor & employment compliance, or a closely related discipline
5+ years of direct people leadership experience, including coaching, performance management, talent development, and leading through organizational change.
Demonstrated experience interpreting and operationalizing federal, state, local, and international regulations, translating legal requirements into scalable business policies, processes, and controls.
Proven track record of leading regulatory or compliance programs end‑to‑end, including gap assessments, remediation plans, implementation, and ongoing monitoring.
Strong understanding of tax compliance across payroll, benefits, equity, pension, deferred compensation, and mobility, including employee and employer obligations.
Experience partnering closely with Legal, Labor & Employment, Payroll, HR, Finance, Data Privacy, and external advisors to ensure regulatory alignment and risk mitigation.
Demonstrated ability to design and deliver training and education programs related to compliance, regulatory change, or governance for diverse stakeholder groups.
Ability to analyze complex data, policies, and regulatory developments and recommend practical, business‑aligned solutions.
Experience supporting global or multinational workforces, including cross‑border employment, mobility, and data privacy considerations.
