Introduction

Maryland's new Family and Medical Leave Insurance (FAMLI) program will provide up to 12 weeks of job-protected paid leave for eligible workers to care for themselves or their loved ones in January 2028.  Covering 2.6 million workers and 180,000 employers, FAMLI is being built from the ground up as a digitally native, public-facing service-representing a significant modernization of how Maryland delivers benefits.  We are currently in the implementation phase of building a services with the reach and complexity of a program like unemployment insurance.
The Financial Services Directorate is responsible for establishing and maintaining an efficient financial system, including internal controls and financial procedures, for the FAMLI Division.  The Financial Services Directorate safeguards FAMLI funds and other assets, manages FAMLI contributions and benefits payouts, develops financial reports, prepares budgets and projections, and designs and conducts internal audits, as well as responding to external financial audits. 
The General Accounting Manager plays a pivotal role within the Financial Services Directorate and the overall FAMLI Division.  The Manager works closely with the leadership of the Financial Services Directorate to establish and administer General Accounting operations.  The General Accounting Manager is responsible for maintaining the integrity of the general ledger, reviewing reconciliations and accounting records for the team, overseeing budget process, as well as preparing financial reports to meet regulatory compliance requirements.  This position requires the financial acumen to provide insightful recommendations to various stakeholders and contribute to the overall fiscal health and operational success of FAMLI.  If you are a proactive financial professional with a passion for public service, this is the job for you!

Main Purpose of Job

The General Accounting Manager will help the Director of Financial Services in directing, planning, scheduling, and administering the operations of the General Accounting (including financial management for FAMLI grants) in the Division of Family and Medical Leave Insurance (FAMLI). This position ensures that the FAMLI Division keeps up-to-date and has correct financial records. In addition to overseeing the preparation of monthly reconciliations and reports, the General Accounting Manager prepares various monitoring schedules, budget analysis, and reports. The General Accounting Manager also conducts quarterly reviews of reconciliations prepared by the accounts receivable team and accounts payable team, along with accounting records. This role will also manage the year-end closing and other special projects assigned.

1. Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.  2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.  3. Possession of a certificate as a Certified Public Accountant or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.  4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.  5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.
