JOB SUMMARY
Assumes responsibility for post award grant accounting thus ensuring compliance with funding source administrative guidelines, timely receipt of revenue, accurate submission of financial reports, A-133 Audit and orderly closure of projects.
ESSENTIAL JOB FUNCTIONS
- Coordinates the accounting functions related to sponsored programs and other restricted accounts in Fund 2 (Special Revenue) by:
- Proposing policies and procedures related to restricted funds for review and implementation by Program Managers.
- Assisting Program Managers in financial reporting and other administrative requirements of their grants/contracts, state Memorandum of Agreements, training.
- Monitoring/tracking the status of each program through its program life cycle
- Maintaining the Districts master financial calendar.
- In charge of preparation, review, and coordination of A-133 Audit work.
- Prepare, review, or direct all accounting entries (transactions and journals) related sponsored programs and restricted funds.
- Prepare invoice/billings and collect funds for the support of restricted fund expenditures.
- Prepare all applicable fiscal reports for sponsored programs and ensure the timely submission thereof.
- Compute, prepare and submit the annual indirect cost rate. Negotiate the rate with the applicable state agency as necessary.
- Attend professional development training and stay abreast of the Office of Management and Budget Circulars and their applicability to grants management related to A-133 audit.
- Assist in the closing of the district’s fiscal year end books as needed.
- Maintaining and updating Database & the multiple reports, that derives from this database, for the Superintendent, Director of Financial Services, Associate Director of Finance, Director of Student Achievement, and the Fayette County Board of Education.
- Write, update, train and maintain the Grant Accounting Handbook, which will serve as the policies and procedures manual for all program managers over special programs and grants/contracts in Fund 2.
- Directly consult with all stakeholders (superintendent, program managers, principals, bookkeepers, etc. concerning the sponsored programs and other restricted accounts as they relate to financial administration of grants. This includes interpreting federal requirements and granting agency guidelines of such grants.
- Provide training & workshops to all grant stakeholders on how to more efficiently and effectively manage their respective grants in following board policy, granting agency guidelines, and all applicable federal regulations related to special programs.
- Apply indirect costs quarterly
- Attend professional development workshops and seminars to stay abreast of changes related to special programs and restricted grants in Special Revenue (Fund 2)
- Demonstrates the ability to communicate in more than one language or the willingness to learn to communicate in more than one language at the novice level of proficiency.
- Performs other duties as assigned.
- Maintains regular attendance.
KNOWLEDGE OF:
- Knowledge of federal regulations related to sponsored programs at local, state, and federal levels.
- Knowledge of personal computer-based applications including word processing, spreadsheets, and databases.
- Knowledge of general accounting and fiscal management principles
ABILITY TO:
- Ability to work with minimal supervision.
- Ability to work as an effective member of the District’s Financial Management Team.
- Ability to communicate effectively orally and in writing.
QUALIFICATIONS
Education and Experience:
- Bachelor’s degree in business required, preferably in Accounting or Finance. Four years of accounting experience, preferably two in non-profit sponsored programs and Certification in School Financial Management.
