POSITION DESCRIPTION
T. White Parker seeks a Financial Analyst to provide financial management support within a federal research portfolio management environment. This role is responsible for collecting and analyzing project data to develop annual spend plans, perform monthly financial analyses related to budget forecasting, procurement status, and procurement reporting, and ensuring timely and compliant tracking of financial activities across project life cycles. The Financial Analyst will also participate in user testing activities for a web-based portfolio management platform and will work closely with the program and procurement teams to support PMO operations.
PRIMARY DUTIES AND RESPONSIBILITIES
Primary job duties and responsibilities include, but are not limited to the following:
- Develop and maintain annual spend plans based on project information collected from program managers and stakeholders.
- Perform monthly financial analyses related to budget forecasting, procurement status, and financial reporting.
- Coordinate with the office financial team to record and manage procurement actions in departmental systems of record, including accounting and procurement systems.
- Reconcile internal financial cuff records with the departmental accounting system on a weekly and monthly basis.
- Support office leadership in fiscal year financial and portfolio planning, including review of relevant legislation and coordination with the PMO team.
- Participate in financial integrity reviews and other departmental evaluations.
- Ensure accurate, timely, and compliant tracking of financial activities across project life cycles.
- Prepare and deliver financial reports and data visualizations for both financial and non-financial stakeholders.
- Guide documents through the vetting and approval lifecycle and adhere to review timelines to ensure timely delivery.
- Participate in user testing activities for the PMO Hub, including test case development and application testing.
- Support data extraction, transformation, and loading (ETL) activities to support financial reporting needs.
- Collaborate with procurement and program management teams to reconcile spending with procurement activity and project plans.
- Communicate complex financial concepts clearly and concisely in written reports and briefings.
MINIMUM POSITION REQUIREMENTS
- Master's degree in Financial Management, MBA, or equivalent.
- Minimum of 4 years of related experience in financial and business analysis.
- Strong proficiency in Microsoft Excel for financial data analysis.
- Experience with Microsoft Power BI for data visualization and analysis.
- Experience with ETL (Extract, Transform, Load) processes and tools.
- Exceptional attention to detail and accuracy in financial data and reporting.
- Effective communication and collaboration skills, particularly in working with cross-functional teams.
- Strong ability to analyze complex financial data and present findings to non-financial stakeholders.
- Demonstrated experience with federal agency PMO practices.
- Exceptional writing skills with the ability to communicate complex technical concepts clearly and concisely.
- Proficiency in Microsoft Office Suite.
- Ability to obtain a Public Trust Security Clearance
- Ability to work in the U.S. without sponsorship
- Must be available to work onsite in SE Washington, D.C.
DESIRED EDUCATION & SKILLS
- Experience with DELPHI or equivalent federal accounting systems.
- Familiarity with federal procurement systems such as PRISM.
- Experience supporting budget formulation or financial planning in a federal research environment.
- Knowledge of federal budget execution and appropriations processes.
