The Export Compliance Manager for Integrated Supply Chain is a strategic leader responsible for maintaining and improving upon export compliance processes to support Honeywell’s global integrated supply chain (ISC) organization.
The Export Compliance Manager will lead a team within the Export Compliance function and also collaborate closely with the cross-functional teams within the ISC and Engineering organizations. Key tasks include supplier and third-party diligence, assessing and providing guidance on repositioning projects, and strategic export licensing activities for Honeywell’s global supply chain operation. These strategic export licensing activities include manufacturing, offshore procurement, new production introduction (“NPI”), global repair and overhaul (“R&O”), inter/intra-company operations, and lifecycle product licensing (“LPL”).
This position reports directly to a General Counsel in Export Compliance, and you will work out of a key Honeywell U.S. location on a hybrid work schedule.
Responsibilities
Key Responsibilities:
- Serve as key advisor to senior leadership of the Aerospace ISC organization to ensure global operation adherence to export and sanction regulations.
- Embed export compliance controls into supply chain processes, including procurement, logistics, supplier selection, transition, reposition, engineering, quality, etc.
- Review and enhance supplier due diligence practices through continuous improvement and best practices.
- Assess proposed supplier repositioning, feasibility, and any export licensing strategy.
- Create, develop, and implement export templates, processes, forms, and foster continuous improvement for export licensing strategies.
- Draft, review, and maintain high volume of complex U.S export authorizations, including Department of State licenses, agreements, and correspondence; Department of Commerce licenses and authorizations, license exemptions/exceptions, etc.
- Engage with USG officials totimely resolve government RFI on export applications.
- Operationalize complex authorization provisos/conditions with all internal and external stakeholders.
- Build a culture of high-quality export applications, identify and correct errors to applications to reduce export application RWAs.
- Adopt regulatory changes and excel in comprehensive solution design to transform complex regulations into a simple, effective implementation process.
- Own end-to-end export licensing strategy for Honeywell special programs/projects.
- Advise program managers and other key stakeholders on export compliance requirements for all stages of development and transition programs.
- Provide export compliance oversight for cross-border collaboration between business units, subsidiaries, and external partners by ensuring appropriate licensing and controls for transfer of hardware, technical information, and on-site visit/in-person engagement.
- Lead, mentor, and train export compliance officers.
- Develop and conduct export compliance training to Honeywell Aerospace Strategic Business Groups (SBGs).
- Maintain precise record of export-related documentation and ensure documentation is accurate, complete, and in compliance with regulatory requirements.
- Support export investigations, voluntary disclosures, and corrective action implementation.
Qualifications
YOU MUST HAVE:
- Bachelor’s degree in engineering, international trade, business administration, law, or a related field.
- Minimum of 5 years of experience in export compliance, international trade, or a related field, with a proven track record of managing export compliance programs.
- Experience in interpreting and advising complex regulations to stakeholders in a matrixed and global environment.
- Strong knowledge of the International Traffic in Arms Regulation (ITAR) and the Export Administration Regulation (EAR). Experience with exports of software and technology/technical data strongly preferred.
- Familiarity with U.S. sanctions regulations (OFAC) and import/customs regulations.
- Excellent analytical, organizational, and communication skills.
- Strong attention to detail and ability to manage multiple tasks and deadlines in a fast-paced environment.
- Proactive problem-solving skills with the ability to identify and address compliance issues effectively.
- High ethical standards and integrity in handling sensitive and confidential information.
Export Compliance:
Due to compliance with U.S. export control laws and regulations, candidate must be a U.S. person, which is defined as, a U.S. citizen, a U.S. permanent resident, or have protected status in the U.S. under asylum or refugee status.
