Job Overview and Purpose Statement

The Financial Analyst supports Weber School District’s strategic and operational financial objectives by integrating budgeting, accounting, and compliance functions. This position provides accurate and timely financial data, oversees key accounting processes, ensures compliance with state and federal requirements, and supports schools and departments in effective financial management.

Reporting to the Business Administrator, this role works closely with district leadership, school administrators, and support staff to maintain sound financial practices, strong internal controls, and transparent financial reporting.

Essential Duties and Responsibilities

• Budgeting & Financial Planning
• Develop, implement, and maintain processes to assist schools and departments in tracking expenditures, estimating carryover, and forecasting financial needs.
• Collaborate with principals, department directors, and bookkeepers to support budget development and ongoing financial management.
• Build and maintain user-friendly budget reports, dashboards, and forecasting tools.
• Provide training and support to stakeholders on budget processes, financial systems, and reporting tools.
• Accounting & Financial Operations
• Review and approve daily financial transactions, including expenses, journal entries, budget adjustments, and internal transfers.
• Reconcile general ledger accounts and ensure financial data accuracy and completeness.
• Prepare and post monthly journal entries, including those related to workers’ compensation, Medicaid, and other district programs.
• Coordinate and complete monthly and annual financial reconciliations, including bank and investment accounts.
• Manage and monitor payroll-related charges such as unemployment and workers’ compensation.
• Oversee operational tasks such as deposits, internal distributions, and financial coding
• Grant Management & Compliance
• Maintain a thorough understanding of state and federal grants, ensuring accurate budgeting, tracking, and reconciliation.
• Review allotment memos, record grant payments, and submit reimbursement requests through state systems (e.g., Utah Grants).
• Ensure all grants are properly billed and closed out at year-end.
• Support compliance with federal, state, and district financial regulations.
• Reporting & Regulatory Responsibilities
• Prepare required financial reports, possibly including:
• Bi-annual Money Management Reports
• Annual 1099 filings
• Workers’ compensation reports and state submissions
• Coordinate quarterly and annual required payments and filings with state agencies.
• Compile financial data for audits and external reporting requirements.
• Provide clear and transparent financial reporting to district leadership and stakeholders.
• Internal Controls & Process Improvement
• Collaborate with the Business Administrator and Director of Accounting to maintain strong internal controls and safeguard district assets.
• Recommend and implement improvements to financial systems, workflows, and procedures.
• Conduct research and analysis to improve efficiency, accuracy, and compliance.
• Ensure consistent application of district financial policies and procedures.
• Customer Service & Communication
• Foster strong working relationships with school and department staff to provide responsive financial support.
• Respond to inquiries from internal and external stakeholders, including administrators and the public.
• Develop and deliver training, presentations, and guidance related to financial operations.
• Attendance is an Essential Function of this Position
• Physical presence at the worksite is an essential function of this position. The role requires in-person collaboration, direct interaction with team members, other staff, students, and/or guardians, and access to on-site equipment and resources.

Other Duties and Responsibilities

• Assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.
• Other duties as assigned.

Physical Requirements

• Remain in a stationary position 50% of the time.
• Move about inside and outside the office to access files, students and machinery.
• Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, computer, computer printer.
• Occasionally ascend/descend a ladder/stairs to access high objects or different levels of the building.
• Constantly positions self to maintain files, students, or objects.
• Have the ability to observe details at close and far range.
• Frequently move items weighing up to 20 pounds across the office for various needs.

Job Requirements and Minimum Qualifications

• Education and Certification
• Bachelor's in Finance, Accounting, Business Administration, or a related field required, Master’s degree preferred.
• Experience
• 2-5 years of experience in financial analysis, budgeting, accounting, or related fields.
• Public sector or school district experience preferred.
• Skills and Knowledge
• Strong understanding of budgeting, accounting principles, and financial reporting.
• Knowledge of grant management and governmental accounting practices preferred.
• Proficiency in financial systems and Microsoft Excel.
• Strong analytical, organizational, and problem-solving skills.
• Ability to manage multiple priorities and meet deadlines.
• Effective communication and interpersonal skills with the ability to train and support stakeholders.
• Ability to work both independently and collaboratively.
• Additional Expectations
• Occasional travel to district sites may be required.
• Participation in meetings, trainings, and workshops as needed.
