Finance and Treasury is a division within Oregon Health & Science University charged with the overall responsibility of Budgeting, Financial Planning & Analysis, Treasury, Cash Operations, and Financial Systems Administration.

This position serves as part of the OHSU Budgeting & Financial Planning team providing oversight for complex financial information, analytical support, and modeling efforts for key executive stakeholders across the organizations mission areas with a focus on enterprise-wide analysis. Provides and presents strategic data and analysis to Executive Vice President leadership to inform enterprise-wide decision making.

The position manages the Institutional side of the Financial Planning & Analysis team and is responsible for the daily oversight and prioritization of the work of the team. Provides leadership on projects with external entities to OHSU for the purposes of acting as a financial liaison for efforts related to data analysis and operational strategy. Position is responsible for the coordination of the enterprise level forecast and long-term plan and provides multifaceted sensitivity analyses to account for unknown variables in future financial projections. The position serves as a financial advisor to assist with interpretation and presentation of key data related to operations and institutional level strategy for multiple areas across OHSU. Manages the process of providing analysis related to strategic business transactions. Deals with confidential and highly sensitive information related to programmatic additions, changes, deletions, and other business opportunities.

Function/Duties of Position

Institutional Strategic Financial Advisor

• Provide strategic and analytical assessments on enterprise level joint ventures, reorganizations, and the remodel or design of future facilities.
• Supervises the evaluation of strategy and business plan development for major initiatives. Evaluates and helps monitor these developments through statistical reporting.
• Participates in the development and evaluation of competitive strategies. Identify and apply best practices for each project. 
• Provide financial input in the development and continuous   evaluation of short‐ and long‐term strategic financial objectives and associated plans.
• Maintain multi‐mission 5‐year forecast and assist in the coordination of mission level budget target development.
• Develop and coordinate agendas, presentations and written materials for executive senior management and other hospital management meetings.
• Supervise resources that provide strategic and analytical support to Human Resources department regarding labor contract negotiations and assessing financial impacts of compensation and benefit strategy.
• Supervise resources that provide strategic financial support to Government relations team regarding data presentation and acting as Fiscal Contact to State of Oregon Legislative Fiscal Office, performing analysis and coordinating on legislative fiscal requests each session.

OHSU Long Term Plan & Forecast Process

• Develop and maintain the 10 year long term plan for OHSU, which includes breakouts for all major areas.
• Builds and maintains financial model updating assumptions based on feedback from Finance Officers and EVP & CFO.
• Coordinates with various mission finance hubs to gather inputs; analyzes and certifies results for consistency and accuracy to inform long-term plan and set annual budget targets.

Strategic Financial Consultant resource ‐ Campus Planning & Real Estate

• Indirectly reports to department to provide strategic and analytical assessments on real estate strategy and transactions and long‐term space planning.
• Provide financial input in the development and continuous evaluation of short‐ and long‐term strategic financial objectives and associated plans related to campus and space planning across OHSU missions.
• Evaluate financial data provided by units related to location expansion and provide recommendation on business plans.

Strategic Financial Consultant resource ‐ Financial Shared Services

• Indirectly supervises and advises staff to provide strategic and analytical assessments on institution wide operational activities associated with Campus Services, ITG, and Risk Management. Performs long‐term scenario modeling for various functions within those areas.
• Acts as enterprise level liaison in the development and continuous evaluation of short‐ and long‐term strategic financial objectives and associated plans within to EVP & CFO, SVP & Legal Counsel, and EVP & CAO/COS managed areas.
• Evaluates financial data provided by Shared Service unit related to operational strategies and institutional business objectives.

Strategic Financial Consultant resource – HR/Labor Relations

• Financial subject matter expert to Human Resources department on collective bargaining, compensation strategy and planning, benefits strategy and planning, and management staffing decision impacts for integration into financial plans and presentation to executive leadership. 
• Lead and mentor team through finance’s role and position within labor relations and bargaining process.
• Performs complex ad hoc analysis as needed.

Management of FP&A team

• Oversees the supervision of Financial Consultant staff that perform highly complex enterprise level analysis for Executive Vice President leadership. This includes project allocation, setting priorities, reviewing work in progress, and ensuring work is complete within scheduled timeframes and completed accurately.

Other Responsibilities

• Perform enterprise level analysis as assigned by Sr. Director of FP&A, VP of Finance & Budget, SVP Finance & Treasurer, OHSU CFO, or other mission level Executive Vice Presidents.
• Define technical requirements and work collaboratively with ITG BI teams to create and implement reporting and analysis applications.
• Other duties as assigned.

Required Qualifications

• Bachelor’s Degree and 18 hours of accounting courses from an accredited college or university ‐OR‐ Equivalent combination of experience.
• At least six years’ recent experience in financial planning & analysis. Masters of Business Administration or Finance may substitute for 2 year of experience.
• At least one year of direct managerial experience. 
• Prior experience with labor relations/union contract negotiations.
• Deep understanding of OHSU institutional strategy and long term planning process.
• Ability to mentor and coach a work unit to meet the organization’s mission and goals.
• Skilled in organizing resources, people, and activities; and ensures collaboration and the achievement of project and function goals and targets.
• Skills to communicate with tact and diplomacy to maintain effective working relationships with all different levels within the organization.
• Proficient with computers running Windows and PC applications (e.g. MS Excel, Oracle, Access, Word and PowerPoint).

Preferred Qualifications

• Master of Business Administration or Finance.
• At least five years’ experience, two years of which were at OHSU, in

  financial/budget/payroll analysis. (Master of Business Administration or Finance may substitute for 2 years of experience.)

• At least 2 ‐ 3 years of direct managerial experience.
• At least one year of Oracle AIS experience.
• At least one year of experience using Cognos TM1 or Hyperion Essbase.

Additional Details

Position primarily remote and has a general business hour schedule of Monday – Friday, 8am to 5pm.
