Job Duties

This position is responsible for all operational, technical, administrative, and programmatic activities associated with service delivery for all General Services functions, such as facilities management, postal operations, building access, parking management, safety and security, emergency management. Additionally responsible for agency-wide functions- Agency Transportation Officer (ATO), Agency Surplus Property Designated Representative, Agency Telecommunications Coordinator. Also advises on General Service’s issues agency wide. Actions are typically long range in nature and include: consultation, resource acquisition and utilization, approving new programs and services or changes to existing ones. Evaluates operational and service effectiveness, prioritizes actions across assigned program and operational areas. Integrate system activities with other agency and service providers to promote continuity and efficiency.
Under the direction of the Facilities and Procurement Director, serves as backup to the Procurement Officer to ensure procurement tasks are seamlessly supported and continued. As directed by the Facilities and Procurement Director, provide support to the procurement program.

Minimum Qualifications

• Knowledge of the procedures in the Department of General Services’ Agency Procurement and Surplus Property Manual (APSPM) 
• Knowledge of and some experience with the state’s Small Purchase Charge Card (SPCC) Program and required monthly reconciliations
• Ability to provide backup support to the Procurement program as demonstrated by having some knowledge of the Virginia Public Procurement Act and some experience using eVA
• Demonstrated ability to effectively communicate with all levels of an organization, both orally and in writing
• Demonstrated ability to work independently, provide sound subject matter expertise and recommendations, provide excellent customer service, and lead facilities related functions
• Demonstrated ability to effectively plan, lead and coordinate internal stakeholders regarding all activities related to office moves and space planning needs
• Considerable experience with facilities management   
• Experience with a small fleet management program such as serving as the Agency Transportation Officer (ATO) or tracking agency-owned or fleet rental cars, or maintaining fleet logs to ensure routine maintenance is completed on all agency vehicles
• Virginia Contracting Associate (VCA) certification

Additional Considerations

• Knowledge of facilities operations and renovations
• Knowledge of and experience applying state and federal procurement policies and procedures.
• Knowledge of and experience applying procurement principles and practices for large purchases in a State/executive agency
• Knowledge of the Virginia Public Procurement Act
• Knowledge of the Construction and Professional Services Manual (CPSM)
• Considerable knowledge and experience using PC applications (Word, Excel, Office, etc.) 
• Ability to provide professional support for the Library of Virginia (LVA) Records Management activities
• Experience as an agency’s Small Purchase Charge Card administrator (SPCC)
