Position Summary 

The Contracts / Procurement Administrator will support Atlas Salt’s project commercial, contracts, procurement, and document-control functions for the Great Atlantic Salt Project. Reporting to the Site Controller or other designated Project leadership, the role supports procurement planning, bid administration, purchase order and contract administration, contractor documentation, invoice review, change management, and closeout activities. 

This position requires strong administrative discipline, commercial awareness, document-control capability, and effective coordination with engineering, construction, project controls, finance, contractors, suppliers, and IPD partners. The role also supports Atlas Salt’s Newfoundland and Labrador Benefits Agreement commitments by maintaining records needed to demonstrate full and fair opportunity and first consideration for qualified Provincial Suppliers and Provincial Residents. 

Key Responsibilities

Support the procurement lifecycle, including procurement package setup, bid-list administration, RFP / RFQ issuance, addendum tracking, bid receipt, clarification logs, evaluation support, award recommendations, and contract / purchase order setup. 

Maintain the Project Procurement Register, contract register, purchase order files, vendor records, bid files, approval records, and commercial correspondence in accordance with project document-control requirements. 

Coordinate with engineering, construction, project controls, and HSE personnel to ensure bid packages include current scope, drawings, specifications, schedules, safety requirements, environmental requirements, and reporting expectations. 

Support technical and commercial bid evaluations by compiling submissions, tracking evaluation status, recording clarifications, maintaining comparison tables, and ensuring complete audit trails. 

Prepare, process, and track purchase orders, contract documents, change orders, field work instructions, service entries, closeout records, and supporting documentation. 

Track contractor deliverables, insurance certificates, safety documentation, statutory declarations, warranties, manuals, as-built documentation, and other contractually required submissions. 

Support invoice review by checking invoices against contract terms, approved purchase orders, work progress, backup documentation, change orders, and receiving records. 

Coordinate with project controls to align procurement commitments, change orders, forecast updates, and cost-reporting inputs. 

Coordinate with logistics and expediting personnel to maintain visibility on critical-path equipment, vendor documentation, inspection milestones, delivery dates, and material receiving status. 

Support field procurement requirements and small-material requests while maintaining appropriate approvals, records, coding, and cost discipline. 

Assist with contractor and supplier onboarding, including documentation requirements, site access coordination, HSE prerequisites, and communication of project procedures. 

Maintain records required for Newfoundland and Labrador Benefits Agreement reporting, including local supplier opportunity, procurement forecasts, contract awards, NL Content, and other reporting inputs as directed. 

Identify, document, and escalate commercial, procurement, documentation, compliance, or schedule risks in a timely manner. 

Qualifications

  1. Education:  Diploma, degree, or certificate in Business Administration, Supply Chain Management, Contract Administration, Project Administration, Office Administration, Engineering Technology, or a related discipline. 

  1. Experience:  3+ years of relevant contracts, procurement, purchasing, project administration, document control, or commercial administration experience preferred.  Experience in mining, construction, engineering, heavy civil, industrial projects, or owner’s-team environments considered an asset.  Experience supporting RFP / RFQ processes, purchase orders, change orders, invoices, vendor documentation, or contract closeout considered an asset. 

  1. Technical Skills:  Working knowledge of procurement, contract administration, document control, approval workflows, and commercial recordkeeping.  Strong ability to maintain accurate registers, trackers, logs, filing structures, and audit-ready procurement records.  Understanding of bid administration, purchase order administration, change management, invoice review, and contract closeout practices.  Strong written communication, organization, and document-formatting skills.  Proficiency with MS Office, particularly Word, Excel, and Outlook. Experience with Aconex, SharePoint, Power BI, accounting systems, procurement systems, or project-management platforms considered an asset. 

  1. Certifications (assets):  Valid driver’s license.  Supply chain, procurement, project administration, or contract-management training considered an asset.  Safety training such as WHMIS or site orientation considered an asset.

Work Environment 

Combination of office-based and site-support work. 

Regular presence required in St. George’s Office and Project Site. 

Interaction with contractors, suppliers, consultants, project controls, finance, engineering, construction, HSE, and operations-readiness personnel. 

Compliance with site safety, PPE, orientation, confidentiality, and document-control requirements. 

Some schedule flexibility may be required to support bid deadlines, contractor mobilization, urgent field procurement, or month-end reporting.
