POSITION SUMMARY
The Contract Compliance Manager is responsible for monitoring and assuring compliance with TRA procurement, contracting, and contract administration policies and procedures throughout the full contract lifecycle. The position provides independent oversight from procurement initiation through contract closeout to ensure required approvals, documentation, contractual requirements, amendments, change orders, insurance, bonds, deliverables, payment controls, and closeout requirements are completed in accordance with TRA policies, procedures, delegated authorities, and applicable legal requirements.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides centralized oversight of contract lifecycle administration of the Authority’s procurement contracts including professional services and construction contracts, to ensure compliance with applicable laws, Board policies, and Authority procedures.
2. Develops, recommends, and administers policies and contract management procedures, workflow, forms, contract templates, and standard operating practices to promote standardized contract procedures and ensure consistency and compliance across the Authority.
3. Performs program management in reviewing and monitoring contracts, HUB goals, amendments, change orders, and related documents to ensure compliance with contractual requirements, company policies, and applicable laws and regulations.
4. Collaborates with department executives, managers, stakeholders, and contract owners to facilitate contract administration and resolve contract issues, including escalated matters involving vendors and contractors.
5. Implement and administer contract management systems, including proper contract records management, and conducts periodic reviews and audits to ensure accurate documentation and compliance.
6. Monitors contract budgets, consultant and subcontractor payment reviews, billing functions, and contract performance throughout the contract lifecycle including evaluating procedures and contract protocols to meet business needs and ensure operational effectiveness and performance.
7. Identifies and performs audits for contract risks, interprets applicable regulatory requirements, including FAR and CAS where applicable, and recommends solutions to management.
8. Provides guidance and technical support to departments and contract administration staff regarding contract requirements, procurement procedures, compliance issues, and contract closeout activities.
9. Prepares and reviews documentation for committees, Board actions, and other official contract-related records.
10. Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Regularly has full personnel management responsibilities, including approving time, selection, discipline, grievances, and formal performance evaluations for a position’s direct and indirect reports. Reviews and evaluate work prepared by contracts specialist.
FINANCIAL RESPONSIBILITY
This position has significant financial responsibilities including monitoring contract spend to ensure contacts stay within contract limits, financial reporting, risk mitigation, and may be involved in making recommendations for contract cost disputes and resolutions.
QUALIFICATIONS
EDUCATION
Bachelor’s degree in Business, Finance, Law, or related fields
EXPERIENCE
5 years of which 2 years must be at supervisory level
Public-sector contracting experience with specialization in professional services and construction contracts preferred.
Proven success managing high-value, and complex contracts.
Good understanding of compliance requirements applicable to Texas Local Government Procurement. Experience in special district government procurement and/or water and wastewater industry a plus.
CERTIFICATES, LICENSES, REGISTRATIONS
Certified Texas Contract Manager (CTCM) and Certified Texas Contract Developer (CTCD) required within 6 months of employment. Certified Professional Contracts Manager (CPCM) preferred. Must possess an active Texas driver’s license.
KNOWLEDGE
Solid & Comprehensive understanding of Contract Life Cycle and Contracts Negotiation
Proficient in the use of Microsoft Office Suite, specifically Excel, Word, and PowerPoint and ERP systems

Detailed oriented, highly organized, with an ability to manage multiple assignments/tasks and work well in a deadline-driven environment without diminishing quality of work
Strong critical-thinking and problem-solving skills
Good verbal and written communication skills
Ability to follow instructions and apply lessons learned to multiple situations

Intermediate knowledge of Microsoft Word and PowerPoint, and working knowledge of Excel

GUIDANCE RECEIVED
Receives periodic supervision and uses guidelines/range of procedures. Follows periodic direct instructions and guidelines, uses policies and procedures that require some interpretation. Problems that cannot be addressed through an existing guideline, policy or procedure are referred to supervisor or more senior position. Incumbent must exercise judgment about whether to escalate issues.
WORKING CONDITIONS
Activities are usually carried out in an office environment with occasional fieldwork and travel.

Personal computer and standard office equipment including calculator, copier, personal computer, telephone, and safety
equipment applicable to the area of the plant entered.
