POSITION SUMMARY
The Compliance Analyst is responsible for monitoring agency and vendor compliance with HUD regulation and contract requirements to assure that program administration processes are followed in an accurate, timely manner and to ensure accountability and integrity in the management of financial activities. Primary activities include reviewing financial data and documentation, reviewing owner records and documents, and ensuring payments and retroactive adjustments are correct. Reports to the HCV Compliance Manager.
DUTIES AND RESPONSIBILITIES
- Maintain full understanding of program requirements, procedures, goals, as well as HUD and internally established measurement systems, including satisfactory performance thresholds,
- Maintain a full understanding of PHA and vendor contract requirements
- Ensure HUD financial requirements are met and funds are accounted for and properly spent
- Work with CHA Accounting staff to ensure HUD financial submissions are timely and accurate
- Review retroactive adjustments for accuracy
- Monitor back payments for timeliness and accuracy
- Review procedures for program compliance
- Monitor vendor records for accuracy and compliance
- Perform other HCV compliance functions, including but not limited to department reports, special projects and assist with audits.
- Performs all other duties and projects as assigned.
QUALIFICATIONS
This position requires a Bachelor's degree in Accounting, Business Administration, or a related field and/or a minimum of three years of relevant experience that includes the use of electronic and computerized information systems and Microsoft Word and Excel. Experience in conducting audits and/or financial reviews preferred. Must possess excellent verbal and written communication skills. Requires effective problem-solving, analytical, and organizational skills. The ideal candidate will display enthusiasm for undertaking challenges, a professional and respectful demeanor, and the ability to establish and meet critical goals.
This position is required to achieve a minimum passing score of 85% on the HCV Certification exam within 180 days post-hire.

Salary Range: $75,000 - $80,000
