Location: San Antonio TX / Downtown Area
Job Status: Long Term Assignment (18 months)
Schedule: Monday – Friday 7:45am – 4:30pm
Compensation: $30.82/hr
Position Overview
The Collections Manager is responsible for administrative and supervisory work planning, organizing, and coordinating the activities of the Collections Section within the Finance Department. This role ensures the efficient recovery of funds and oversight of cashiering functions.
Essential Duties & Responsibilities
- Workflow Oversight: Directs day-to-day workflow for staff and ensures timely processing of all collections and cashiering functions.
- Policy Management: Develops and maintains collection policies; monitors effectiveness and ensures compliance with Service Level Agreements ($SLAs$).
- Financial Verification: Verifies customer receipt information, ensuring mathematical accuracy and correct general ledger ($GL$) coding.
- External Collections: Manages contracts and activities with external collection agencies for past-due accounts.
- Tax Monitoring: Monitors property tax collected; evaluates proposed tax abatements and historic property tax exemptions.
- Annexation Studies: Assists in the review and development of studies for proposed new city annexations.
- Departmental Liaison: Acts as a primary resource and liaison between internal departments and external contacts.
- Personnel Management: Interviews, selects, supervises, evaluates, and counsels personnel according to established guidelines.
Minimum Qualifications
- Bachelor's Degree from an accredited college or university.
- Five (5) years of increasingly responsible experience in accounting, tax administration, or a related field.
- Three (3) years of supervisory or lead work experience.
- Successful completion of a criminal history background check, education, and work history verification, and drug screening test.
Preferred Qualifications
- Knowledge of Ad-valorem property tax billing and collection procedures.
- Strong knowledge of property tax codes, laws, statutes, and regulations.
- Knowledge of Lien processing procedures.
- Experience with automated collections or point-of-sale systems (SAP or ERP preferred).
- Ability to prepare official financial statements and complex analyses.
- Leadership: Provides professional direction to staff; manages performance and fosters a productive work environment.
- Analytical Thinking: Interprets and analyzes complex financial problems, documents, and reports with high accuracy.
- Commitment: Strives for results in recovering delinquent funds; conveys a sense of urgency regarding revenue collection.
- Effective Communication: Conveys information clearly to both internal departments and external taxpayers/agencies.
- Responsiveness: Conscientious about property tax laws, statutes, and regulatory deadlines.
Work Environment
- Work is performed primarily inside an office environment.
- Operating computer, manual dexterity, talking, hearing, and repetitive motion.
- Use of personal computer equipment, telephone, and multi-functioning printer.
Physical and Mental Requirements
- Ability to perform all physical, analytical, and intellectual requirements of the position.
- Ability to understand, remember, and apply complex instructions regarding tax code and law.
- Ability to communicate effectively under pressure, particularly regarding collection efforts.
