- SUMMARY: The Chief Financial Officer (CFO) is responsible for overall financial operations of the agency, including: accounts payable, account receivable, preparation of financial statements, compliance and financial analysis, development and maintenance of annual budget, and long-range financial projections. Responsibilities include staff training and supervision and the resolution of specific policy-related and procedural issues and documents. The Chief Financial Officer must keep current on all laws, regulations, policies, and procedures as they relate to the assigned areas of supervision, and should communicate this information to management and staff when appropriate. The Chief Financial Officer is also responsible for oversight of the agency’s Finance department, Information Technology, Quality Enhancement (QE), internal investigations, grant writing, government relations work, Belleview Apartment Complex, and other assigned departments or business enterprises (as needed), while focused on a person-centered environment. The Chief Financial Officer must exercise discretion and independent judgment in the performance of job duties.
- ESSENTIAL DUTIES and MINIMUM QUALIFICATIONS:
- Oversee bookkeeping and accounting functions and supervise finance department staff, IT staff, QE and lead investigator staff.
- Maintain financial records and financial statements for the corporation and any related business enterprises, subsidiaries and housing boards.
- Ensure financial records systems are maintained in accordance with Generally Accepted Accounting Principles (GAAP), with appropriate internal controls.
- Responsible for safeguarding individual funds and agency funds, which includes accounting for all revenues and expenses and related receipts and invoices and cash flows.
- Oversee IT network and IT staff to keep the network running and safe.
- Oversee Quality Enhancement functions and supervise Quality Enhancement staff to ensure departments are in compliance with applicable federal, state, and local rules and regulations, and provide quarterly Trend Analysis. The CFO will oversee the Agency’s internal investigation process.
- Pass the Medication Administration test with no more than two attempts and administer medication to individuals according to physician orders and using appropriate administration techniques as outlined in the Medication Administration course, if needed.
- Must be able to perform Lifting and Transferring techniques as trained and pass performance testing. The employee may occasionally lift and/or push and pull up to 50 lbs. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement.
- Driving of agency vehicles as necessary for transportation of individual and agency business as assigned.

- Able to regularly sit, walk, stand, climb up and down stairs, physically restrain clients pursuant to training (when necessary) and sit at a computer for long periods of time and repeat the same hand, arm, or finger motion many times (typing, data entry).

- Operate a personal computer and related software.
- Tolerate various levels of stress and meet deadlines with severe time constraints.
- Demonstrate specific vision abilities which include close, distance, and depth perception and able to read handwritten or typed material, and able to adjust focus.
- Work and concentrate in both noisy and quiet environments.
- Squat, stoop, kneel, and reach above the head. Forward motion will occasionally be required.
- Work inside the building a majority of the time.
- Essential Duties include the Physical Demands listed below.
ADDITIONAL DUTIES AND RESPONSIBILITIES:
- Generate all required reports for board of directors, finance meetings, and other staff throughout the agency.
- Ensure compliance of tax laws, government regulations, and internal audits.
- Provides financial Analysis of data to help management improve operational efficiency and make smart business decisions.
- Prepare accurate and timely monthly financials within established deadlines each month and present financial statements at Board of Director meetings.
- Update and maintain salary and paid time off (PTO) accruals.
- Review, approve, and post all account entries.
- Prepare monthly allocations, accruals for financial statements, budgets, and reconcile all bank accounts on a monthly basis and prepare schedules for annual 990 Reports.
- Prepare and present annual budgets for agency Board of Directors, housing corporations, Chief Executive Officer and Program Directors.
- Develop in-depth knowledge of I/DD benefits including Social Security, Medicare and Medicaid Waivers, ABLE accounts, Trusts, etc.
- Oversee the agency’s IT department and keep the agency’s network safe.
- Serve as the Agency’s HIPAA Compliance Officer. Maintain HIPAA standards and ensure delivery of privacy and security training and orientation of all employees as well as ongoing training and information dissemination on HIPAA issues and practices, as needed.
- Oversee the agency’s apartment complex on Belleview by keeping the apartments full, handling of various tenant issues, Renew apartment contracts, as needed.
- Oversee grant writing, Investigations for staff and/or Individuals in Service, and government relations work by working with staff to ensure successful completion of assigned duties.
- Serve as a member of the agency Leadership Team.
- Work with staff and outside auditors to prepare for annual agency and housing boards audits and ensure that all audit information is complete and available at the time of the audit.
- Update and maintain asset capitalization and depreciation schedule; prepare annual worker’s compensation premium audit.
- Work with Human Resources Director and other directors/supervisors/staff on various related topics.
- Ensure general liability, commercial property, commercial auto, fidelity, personal needs bonds, cyber liability, unemployment insurance bond, professional liability, D&O, and worker’s compensation insurances are in effect and with adequate coverage; and serve as liaison between the agency and insurance carriers on all claims, other than workers’ compensation.
- Serve as back up for Human Resources, Training, Volunteer program, Front Desk, Transportation, Facilities Maintenance backup, as needed.
- Crosstrain in Employee handbook and benefits and conduct new hire orientation, as needed.
- Track and maintain all revenue and expenses for agency fundraisers, building rental, catering operations, etc.
- Track and maintain all pledge receivables, transferring funds to restricted cash accounts, as needed. Oversee all accounts payable and accounts receivables, including any billing and debt collections.
- Maintain and update financial related procedures manual and provide ongoing training of those procedures.
- Supervise positions within the Finance department and other areas/departments as assigned.
- Serve as a resource and consultant for management and direct support staff.
- Oversee HUD Section 811 Program, including Grants, Inspections and paperwork.
- Remain up-to-date on non-profit financial and accounting best practices and state and federal laws.
- Successfully manage and implement department budgets.
- Plan and participate in agency functions and events.
- Work flexible schedules or within various environments as agency and supervisor deems necessary. Staff attendance and promptness to assigned shifts is essential. The responsibilities of this position may require staff to be able to work irregular, extended, and/or be available for on-call work hours, evenings, nights, weekend, holidays, etc.
- Represent the agency in the represented communities through positive public relations and active involvement in civic functions.
- Advise supervisor of concerns and problems that arise within the agency.
- Act as a designee for the Chief Executive Officer, as needed.
- Follow agency procedures when purchasing items on behalf of the agency.
- Follow agency policies and procedures in carrying out duties.
- Safeguard all agency funds and property.
- Performs other duties as assigned by the CEO or designee.
- Other reasonable duties as may be assigned.

MINIMUM/PREFERRED QUALIFICATIONS:
Minimum: This position requires a Bachelor’s Degree in the field of Accounting or Finance AND a minimum of two years of demonstrated technical accounting and financial management experience AND one year of demonstrated supervisory experience or an Associate’s Degree and a minimum of four years of demonstrated technical accounting and financial management experience and one year of demonstrated supervisory experience. Proficient in GAAP in both for-profit and non-profit areas. Computer knowledge and experience with word processing, database, and spreadsheet programs. Must be at least 18 years of age. Persons hired into this position must be licensed drivers and have reliable transportation. If current license is from out-of-state, a valid Colorado Driver’s License is required within ten days of hire. Background check, drug and alcohol check, reference check, and motor vehicle checks must be passed. Current motor vehicle insurance is required. Driving is an essential job duty. Must be willing to relocate within 30 miles of La Junta, CO within 90 days.
Preferred: Non-profit accounting experience is preferred.

Specific vision abilities required by this job include close, distance, depth perception and telling differences among colors. The employee must be able to communicate through speech with co-workers and public. Hearing requirements include conversation in both quiet and noisy environments. The employee will occasionally lift and/or push and pull up to 50 pounds. Lifting may require floor to waist, waist to shoulder, or shoulder to overhead movement. Able to compute rate, ratio, and percent and to draw and interpret bar graphs. Able to work with mathematical concepts such as probability and statistical inference and provide necessary reports as needed.
REASONING ABILITY: Able to deal with problems involving a variety of concrete variables in standardized situations. Able to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Able to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Able to define problems, collect data, establish facts, and draw valid conclusions.
- SUPERVISORY RESPONSIBILITIES:
The Chief Financial Officer is responsible for direct supervision of assigned administrative staff with responsibility for hiring, discipline, performance reviews, initiating pay increases, etc. The Chief Financial Officer will train and manage assigned administrative staff and supervise/coordinate all related administrative activities. The Chief Executive Officer provides supervision of this position. In general, this position requires that the individual work independently approximately 95% of the time.

Able to work with others, with system issues, and able to work within designated time frames. Patience in dealing with staff, individuals in service, and parents. Able to develop effective working relationships with staff, individuals in service, and the community. Good communication skills and able to work with others as a team is a must. Able to communicate clearly and concisely, both orally and in writing. Able to perform duties in accordance with agency policies and procedures.
