POSITION/DEPARTMENT: CHIEF FINANCIAL OFFICER
PERSONAL QUALIFICATIONS: Four year accounting degree with relevant work experience in all phases of healthcare finance and accounting procedures. Must have experience and knowledge of budgeting, accounting procedures, billing/invoicing procedures, third-party payer requirements, and business department staffing needs. Minimum five (5) years finance management experience in healthcare or behavioral healthcare environment. Financial systems software proficiency required. Valid driver’s license and proof of insurance.

WORKING SCHEDULE: Exempt, salaried, professional, full-time position scheduled to meet the needs of the position and BGHNC.

SERVICE RESPONSIBILITIES:
- Provide direct supervision, support and evaluation for accountant, maintenance supervisor, grounds and farm supervisor, transportation specialist, and procurement specialist. Provides support for supervisors of the following departments: finance, maintenance, grounds and farm, transportation, and food services.
- Assure legal and regulatory processes are monitored and in compliance with applicable laws and regulations.
- Provides management for contracted Network IT independent contractor.
- Direct and supervise contracting with all third party payers and vendors.
- Provide regular financial reports to the CEO, Management and Board of Directors to include financial statements, cash position, and cash flow needs.
- Establish, in conjunction with the Executive Leadership, client charges.
- Oversee development and monitor performance of Fiscal Services policy and procedures.
- Successfully monitor and hold accountable annual financial goals established in conjunction with Executive Leadership.
- Identify and address financial risks and opportunities for BGHNC.
- Oversee establishment and monitor performance of purchasing policies and procedures.
- Evaluate and explain month-end financial reports for Executive Leadership and site managers.
- Oversee development of annual agency budget in conjunction with department supervisors and Executive Team Chiefs. Present final budget to the CEO and Board of Trustees for approval.
- Oversee participation of fiscal department in BGHNC Strategic Planning, Utilization Review, and Performance Quality Improvement.
- Assist in development and pricing of new services for clients.
- Serve as member of BGHNC Executive Leadership Team.
- Monitor and evaluate BGHNC group health benefits, retirement plans and all insurance policies.
- Coordinate with the Accounting Supervisor and the outside auditors for yearly audits.
- Maintain an open and regular communication with investment agencies in regard to all BGHNC invested funds.
- Serve as staff liaison to Finance Committee.
- Coordinate with the other leadership in supporting the facilitative administration of the Teaching Family Model.
Performs Other Related Duties as Assigned by the CEO.
