The Certified Payroll Specialist will be responsible for certified payroll reporting, prevailing wage compliance, union payroll administration, and payroll processing activities supporting public works and government-funded projects.
The ideal candidate will have experience working in a construction environment and possess a strong understanding of certified payroll requirements, labor compliance regulations, union agreements, and multi-state payroll administration.
Key Responsibilities
- Prepare, review, and submit certified payroll reports in compliance with federal, state, and local labor regulations.
- Ensure compliance with prevailing wage requirements, including Davis-Bacon Act regulations and applicable state labor standards.
- Review employee classifications, wage determinations, fringe benefit calculations, and overtime requirements for accuracy and compliance.
- Maintain payroll records, certified payroll documentation, and labor compliance files.
- Process and reconcile union dues, benefit contributions, garnishments, and payroll deductions.
- Support audits and compliance reviews conducted by government agencies, contractors, labor organizations, and other stakeholders.
- Assist with weekly payroll processing for hourly, construction, and union employees.
- Coordinate with Project Managers, Human Resources, Accounting, and Operations teams to verify labor hours, project allocations, and job costing information.
- Assist with multi-state payroll processing and payroll tax compliance requirements.
- Prepare payroll-related reports, tax filings, W-2 documentation, and supporting records.
- Monitor labor law and regulatory updates and implement payroll compliance changes as needed.
- Respond to employee payroll inquiries and resolve discrepancies in a timely manner.
- Maintain strict confidentiality of payroll, employee, and compliance-related information.
- Support continuous improvement initiatives related to payroll processes, reporting accuracy, and operational efficiency.
Qualifications
- Certified Payroll Professional (CPP) certification preferred
- High school diploma or equivalent required; Associate’s or Bachelor’s degree in Accounting, Business, or related field preferred
- 3–5+ years of construction payroll and labor compliance experience
- Strong knowledge of certified payroll reporting and prevailing wage requirements
- Experience with union payroll administration and labor agreements
- Familiarity with Davis-Bacon Act, public works reporting, and government contract compliance
- Experience using payroll and accounting software such as ADP Workforce Now, Viewpoint Vista, Foundation Software, QuickBooks Payroll, or Workday
- Strong Microsoft Excel skills and attention to detail
- Ability to manage multiple projects and deadlines in a fast-paced environment
- Excellent organizational, communication, and problem-solving skills
Skills & Competencies
- Experience with LCPtracker or electronic certified payroll systems
- Knowledge of apprenticeship reporting and workforce compliance tracking
- Familiarity with certified payroll requirements for federal, state, and municipal projects
- Understanding of job costing and construction accounting principles
