General DescriptionThe Certified Payroll Specialist serves as the primary authority for all Certified Payroll compliance matters across Superior Traffic Control’s multi-state operations. This role combines specialized expertise in prevailing wage requirements and certified payroll management to ensure organizational adherence to federal, state and local regulations. Job Responsibilities
Ensure comprehensive compliance with federal, state and local legislation governing certified payroll across all operational territories Interpret and implement current requirements, adapting organizational practices to meet evolving regulatory standards Monitor and assess contractor and subcontractor adherence to applicable regulations and contractual compliance obligations Validate and verify all certified payroll documentation meets prevailing wage standards and regulatory requirements Coordinate timely submission of certified payroll reports to prime contractors, government entities and other regulatory bodies mandated Oversee quality assurance processes for all certified payroll compliance documentation and submissions Conduct thorough investigations into potential wage and hour compliance discrepancies or violations Develop corrective action plans to address identified compliance gaps and prevent future occurrences Collaborate with management teams to resolve complex compliance matters and mitigate organizational risk Maintain professional correspondence with contractors, subcontractors, government agencies and regulatory bodies on all compliance-related matters Support accounts receivable and contracts departments through professional communication regarding outstanding payment issues and compliance-related collection efforts Establish and maintain comprehensive records systems for certified payroll reports, compliance investigations and audit documentation Document and track Davis-Bacon non-compliance citations, remediation efforts and resolution outcomes Ensure audit readiness through systematic record keeping and documentation management practices
Education/Experience Requirements
Bachelor’s degree in HR, Business Administration or related field preferred 3-5+ years experience in certified payroll or related regulatory field Demonstrated experience with prevailing wage requirements and Davis-Bacon Act compliance Previous supervisory or team leadership experience preferred Advanced knowledge of federal and state certified payroll laws Proficiency in payroll systems (Dayforce preferred) Strong communication, problem solving and analytical skills required Ability to work independently and to adapt to fast changing environments Proficiency in MS Office Suite, with advanced working knowledge of Excel
