The Arizona State Retirement System (ASRS) is seeking a proactive, collaborative individual with budgeting and contracting/procurement experience to fill its Budget and Procurement Program Manager position. This position reports directly to the Chief of Administrative Services/Assistant Director and works closely with the Deputy Director and Executive Director on a variety of projects and assignments.
The ASRS has approximately $60 billion in assets under management and looks to this position for procurement and budgeting needs. Please refer to the ASRS website for additional information for the fiscal year ending June 30, 2025.
This position offers the modern flexibility of a hybrid work environment (within Arizona), balancing remote work with regular onsite presence (minimally 2 days per week) based on business needs and sustained performance.
| Key responsibilities: (not intended to be an all-inclusive list) |
- Planning, directing and coordinating all procurement and budget activities.
- Managing procurement and contract management program in compliance with Arizona Procurement Code.
- Collaborating with executive and senior management in the preparation of the annual budget request while adhering to the process as established by the Governor’s Office of Strategic Planning and Budget and the Joint Legislative Budget Committee.
- Reviewing expenditures to ensure all are made in compliance with the State of Arizona Accounting Manual and Arizona Revised Statutes and are in alignment with established strategic goals and objectives.
- Collaborating with Arizona Department of Administration – Risk Management on a variety of assignments such as requests for exceptions to insurance coverage limits, insurance policies, and claims.
- Managing and coordinating facilities’ related work and physical security for ASRS work space.

- Advanced interpersonal, verbal, and written communication skills to effectively work with all levels of internal staff and external public contacts

- General principles and practices of management methods to review and improve existing work processes and to lead and manage procurement and budget professionals
- Ability to:
- Use analytical, interpretive, and logic skills to evaluate applicable legal, professional, and financial reports, rules, statutes, and regulations
- Read, understand, interpret, and accurately apply the Arizona Procurement Code and the State of Arizona Accounting Manual.
- Read, analyze, and guide complex and technical solicitations for services
- Gather, analyze, and summarize pertinent facts to draw logical conclusions and effectively present complex information and recommendations in a concise manner and in clear terms
- Communicate with high-level ASRS financial, executive, senior, and investment professionals
- Ideal candidate will have Bachelor degree in accountancy/finance, 3-5 years of experience in related work, and knowledge of State of Arizona statutes
