POSITION SUMMARY

The Assistant Controller reports directly to the Controller and supports CFO in managing the financial operations of the Laguna Healthcare Corporation. The role ensures accurate financial reporting, regulatory compliance, grant management, internal controls and adherence to LHC financial policies, GAAP, GASB, federal and state regulations including 2CFR Part 200. The assistant controller provides direct supervision of accounts payable and receivable, payroll, purchasing and revenue cycle within LHC’s Tribal 638 health and dental programs. The assistant controller maintains the operation and integrity of the accounting system and is responsible for maintaining and updating financial policies and standard operating procedures for the finance department. The assistant controller plays a key role in safeguarding clinic assets and supporting LHC’s mission to provide access to quality, culturally respectful healthcare for the Pueblo of Laguna community.

ESSENTIAL FUNCTIONS

Financial Management and Reporting

1. Assist in the preparation of monthly, quarterly and annual financial statements.

2. Maintain the general ledger and ensure accuracy of journal entries.

3. Reconcile bank accounts, balance sheet accounts and subsidiary ledgers.

4. Assist in the design, maintenance and distribution of internal financial reports and dashboards.

5. Train users to efficiently and accurately use the Sage Intacct accounting system.

6. Hold periodic financial meetings with department directors.

7. Assist with annual independent audit and single audit requirements.

8. Supervise annual physical inventory of LHC assets.

9. Coordinate documentation for external auditors.

10. Maintain internal controls.

11. Ensure compliance with GAAP, GASB and LHC financial policies.

Accounts payable/receivable & payroll oversight

12. Oversee accounts payable and receivable functions.

13. Review payroll processing for accuracy, appropriate allocation and compliance.

14. Ensure proper segregation of duties.

15. Supervise accounting staff as assigned.

16. Provide training and professional development support.

17. Assist the controller in performance evaluations.

Revenue Cycle

18. Supervise cost reporting and reimbursement processes for Medicaid, Medicare and third-party billing.

19. Monitor revenue cycle performance.

Budgeting, Grants and Compliance

20. Support the annual budgeting process.

21. Track restricted funds and ensure proper allocation of expenditures.

22. Coordinate and support the preparation of cost reports, reimbursement processes and IHS required financial reports.

MINIMUM QUALIFICATIONS

Minimum of five (5) years of progressively responsible accounting experience, demonstrating advancement in scope and complexity of duties, preferably in Tribal government or Tribal healthcare. Must have a minimum 2 years in a supervisory, training roles and working with leadership on strategic plan implementation and outcomes.

EDUCATION: Bachelor’s degree in accounting required. Advanced educational degree is preferred. 

LICENSE/CERTIFICATION:  CPA or plan to obtain CPA is preferred. 

KNOWLEDGE, SKILLS AND ABILITIES

1. Strong knowledge of GAAP, GASB, fund accounting and grant compliance, including 2 CFR Part 200.

2. Recent extensive experience in Sage Intacct fund accounting software preferred.

3. Sage Intacct accounting system experience at the conversion and design level preferred.

4. Excellent analytical skills including mathematical proficiency.

5. Excellent communication skills including the ability to provide training in person, via teams and through written training materials.

6. Familiarity with or ability to learn healthcare billing and reimbursement processes.

7. Ability to prepare finance policies and standard operating procedures.

8. Absolute attention to detail and accuracy.

9. Cultural competency and respect for Tribal sovereignty and traditions.

10.Clean driving record and ability to be insured to drive a company vehicle.
