Our staff supports a wide variety of financial processes, including preparing the annual budget and annual fiscal report, procurement processes, franchise agreements, real estate transactions, and overseeing the City’s investment portfolio and debt management.

Job Description:

Assistant Chief Procurement Officer

Purpose:

Under general direction and within their delegated procurement authority, this position will perform a variety of procurement services to assigned department customers including the management of procurement staff; all formal and occasional informal source selection services; contract monitoring and contract administration; category management; customer management; program management; as well as a range of advisement and technical support in these same areas. This position will be responsible for soliciting contracts of the highest value, greatest complexity and most public interest.

Position Overview

Ausin Financial Services is hiring for an Assistant Chief Procurement Officer. This role operates with broad autonomy and significant procurement authority, serving as a key leader within the organization’s procurement function. The position supports departmental customers by overseeing a full spectrum of procurement activities, from supervising procurement staff and managing complex sourcing efforts to administering major contracts and guiding category and customer management strategies. Because it handles solicitations of the highest value and complexity, the role is central to ensuring procurement outcomes that withstand public scrutiny and align with policy, legal, and ethical standards.

In daily practice, the position provides leadership to Central Procurement, helping shape division goals and ensuring an effective, customer‑focused service environment. It supports overall division management and may represent the Chief Procurement Officer when needed. The role directs one or more procurement units, guiding managers, supervisors, and professional staff; making staffing and performance decisions; and overseeing budget needs related to personnel, equipment, and materials.

Beyond staff leadership, the position manages and oversees multiple programs, setting short‑ and long‑term priorities and tracking performance to ensure operational effectiveness. It establishes procedures and best practices that reflect compliance with federal, state, and local laws and regulations. The role also works closely with departments across the organization, helping develop procurement plans, advising on proposal evaluations and negotiations, and monitoring plan performance. Ethics and transparency are central to the work: the position ensures conflict‑of‑interest policies are maintained and that potential contractor conflicts are promptly identified. When necessary, the role performs any procurement activity normally assigned to staff.

Pay Range (Min-Midpoint)$112,600.00-144,700.00 Annually

Hours: Monday – Friday; 8:00 a.m. to 5:00 p.m.

For AFS Manager/Supervisor positions: Staff eligible to telework must be in the office for at least 60% of their scheduled work week.
