About the AHA
Founded in 1991 to address the overwhelming need for affordable housing in Monmouth County, the Affordable Housing Alliance (AHA) has grown from a small $25,000 grant into a multi million dollar housing development and social service agency. In our decades of service, the AHA has developed over 600 units of affordable housing around Monmouth County with a strong pipeline fueling future growth. We continue to own and manage over 400 units across 18 properties, including traditional multi-family affordable developments, a manufactured home park, group homes, single family homes, and supportive units for those formerly homeless. Our passionate team of difference-makers guides residents through every step of the housing journey - from homelessness prevention and rental assistance, to homebuyer education and foreclosure counseling, and residential services.

Job Summary:
The Compliance Manager ensures that the AHA’s affordable housing portfolio meets all regulatory, funder, and program requirements with precision and consistency. This role demands an exceptionally organized and detail-oriented professional who can manage complex documentation, deadlines, and reporting obligations across multiple funding sources without anything falling through the cracks. The Compliance Manager safeguards the AHA’s standing with regulators and funders by maintaining accurate records, monitoring tenant eligibility and income certifications, and ensuring full adherence to New Jersey affordable housing program rules.
This position will be focused on the lease-up of a new affordable housing development in Millstone Township, New Jersey, for the first 7 months to a year. During the lease-up phase, the successful candidate will work under the direct supervision of the AHA’s compliance consultant. The Compliance Manager, under the direct supervision of the Compliance Consultant will be responsible for building and managing the applicant waitlist, processing applications, verifying eligibility, completing initial tenant certifications, and ensuring every file meets LIHTC and program standards from day one.
Once the property is successfully leased and stabilized, the role will transition into a portfolio-wide Compliance Manager position, supporting the entire property management team across all of the AHA’s developments. However, for purposes of compliance at the property in Millstone, the Candidate will continue to work under the direct supervision of the Compliance Consultant.
ESSENTIAL FUNCTIONS/DUTIES:
Millstone Commons Lease up and Compliance
Months 1-7 (or until initial lease up is complete) under the direction of AHA’s LIHTC compliance consultant:
Lease-Up Management: Participate in initial lease-up of the new Millstone Township development, including waitlist management, application intake, applicant screening, income verification, and completion of initial tenant certifications in accordance with program requirements.
LIHTC Compliance: Under the direction of AHA’s Compliance Consultant, ensure full compliance with the Low-Income Housing Tax Credit (LIHTC) program, including tenant eligibility determination, income and asset certification, recertification schedules, rent and utility allowance compliance, and unit set-aside requirements.
Post Millstone Commons Lease up
LIHTC Program Compliance: With direct oversight from AHA’s compliance consultant- monitor and maintain compliance for Millstone Commons
Program Compliance: Monitor and maintain compliance for AHA’s non- LIHTC affordable housing portfolio across all applicable affordable housing programs, including those administered by DCA, HMFA, HUD, and other funders and oversight entities.
LIHTC Tenant Certification and Recertification: With oversight from AHA’s compliance consultant, conduct and oversee accurate, timely initial certifications and annual recertifications, ensuring all supporting documentation is complete, properly verified, and audit-ready.
Tenant Certification and Recertification: Conduct and oversee accurate, timely initial certifications and annual recertifications for AHA’s non-LIHTC affordable units ensuring all supporting documentation is complete, properly verified, and audit-ready.
Records and Documentation: Maintain meticulously organized tenant files, compliance records, and program documentation, ensuring accuracy, consistency, and immediate retrievability for inspections and audits.
Reporting: Prepare and submit accurate and timely compliance reports to funders, investors, regulatory agencies, and internal leadership, meeting all required deadlines. For purposes of Millstone Commons, these reports will be under the direct supervision of the Compliance Consultant.
Audits and Inspections: Coordinate and prepare for compliance audits, file reviews, and inspections conducted by funders, investors, syndicators, and oversight entities, serving as the primary point of contact for compliance-related reviews. For purposes of Millstone Commons, this preparation will be under the direct supervision of the Compliance Consultant.
Policies and Procedures: Develop, document, and maintain standardized compliance policies, procedures, and checklists to ensure consistency across the portfolio and to support team training. For purposes of Millstone Commons, compliance procedures will will as directed by the Compliance Consultant.
Team Support: Following the lease-up phase, provide compliance guidance, training, and support to the broader property management team, serving as the organization’s subject-matter expert on affordable housing compliance. For purposes of Millstone Commons, follow the compliance directions of the Compliance Consultant.
Regulatory Monitoring: Stay current on changes to LIHTC regulations, New Jersey affordable housing program rules, and other applicable requirements, proactively updating internal practices to maintain compliance.
Tenant Relations: Respond promptly and professionally to applicant and tenant inquiries related to eligibility, certification, and program requirements, cultivating positive relationships.
Key Qualifications
Bachelor’s degree in Business Administration, Public Administration, Real Estate, or a related field preferred
A minimum of 5 years of affordable housing compliance experience required
Demonstrated experience with the Low-Income Housing Tax Credit (LIHTC) program required
Experience with New Jersey affordable housing programs (NJ DCA, HMFA, HUD, and related funders) required
Experience managing the lease-up of a new affordable housing development strongly preferred
Experience with tenant certification, recertification, and income verification processes required
Experience preparing for and managing compliance audits and inspections preferred
The successful candidate will be:
Exceptionally organized and detail-oriented, with a proven ability to manage multiple deadlines, complex documentation, and competing priorities without error
Industry compliance certifications such as Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), Tax Credit Specialist (TCS), or Specialist in Housing Credit Management (SHCM) strongly recommended; other relevant certifications preferred
Thorough knowledge of LIHTC regulations and New Jersey affordable housing program requirements
Ability to read and understand program regulations, regulatory agreements, and contract language
Excellent computer and systems knowledge: Strong literacy in Microsoft Office Suite and Google Suite
Knowledge of compliance and property management software (Yardi or RealPage is a plus)
Strong written and verbal communication skills, with the ability to explain complex requirements clearly
Ability to work on-site in Millstone Township, New Jersey during the lease-up phase
