The Division of Business and Finance (DBF) is excited to welcome a motivated, results-driven leader to our team as an Accounting Supervisor 2. In this role, you will oversee a dedicated team of accountants and accounting specialists—through a subordinate supervisor—while driving accuracy, accountability, and excellence across critical financial functions. You’ll play a key leadership role in ensuring the integrity and security of financial records, including expenditures, deposits, and transfers that support essential health plans, contractors, and providers.
You’ll also be at the center of modern financial operations, managing and optimizing processes within AZ360 (formerly AFIS) and supporting data oversight within PMMIS systems. Your expertise will help strengthen internal controls, guide reconciliation reviews, and ensure financial transactions are processed accurately and efficiently.

Major duties and responsibilities include, but are not limited to:
• Management and oversees processing, payment and reconciliation of capitation, fee-for-service, reinsurance, mental health, disproportionate share hospital, SMIB/HIB, FQHC, graduate medical education (GME), nursing facility(NFA), critical access hospitals (CAH), HEALTHII, and other supplemental, programmatic services to health plans, program contractors, and health care providers either from direct entry into the Arizona Financial Information System (AZ360, formerly AFIS) or via interfaces from the Prepaid Medical Management Information System (PMMIS) to AZ360.
• Trains and monitors the accuracy and quality of all work products including the direct supervision of one accounting supervisor and indirect supervision of four accounting staff. Promote AMS principles of standard work. Draft and revise policies and procedures, as necessary and note necessary internal controls.
• Monitor any discrepancies in the daily validation of PMMIS interface control reports and AZ360. Oversee and/or run the InfoAdvantage exception report for quality assurance of to verify no GAXNE, GAX or GAXCM. documents are stuck and unpaid in AZ360.
-Review and monitor manual payment requests and entries made into AZ360 to ensure proper payments are made and the Reporting Unit is informed.
• Respond to ISD Customer support tickets assigned to DBF. Ensure weekly health plan payment InfoAdvantage reports are ran, verify, and place on the SFTP server. Provide quality customer services and respond to Health Plan/Provider questions, concerns and requests. Respond to audit confirmation requests and payment information.
• Monitor all VCCE1 and VCME1 rejected vendor documents in AZ360. Ensure spreadsheets are updated and emailed to DMPS Provider Enrollment Unit for updates and/or corrections. Track and have staff troubleshoot and work with GAO and Provider Enrollment to correct so that GAXNE, GAX and GAXCM documents can be approved in AZ360 for processing.
• Monitor and resolve issues for TAX ID and Owner/Provider Name discrepancies in AFIS. Work and follow up with GAO and DMPS Provider Enrollment Unit to facilitate changes required for the issues DBF Finance cannot address. Verify and perform a quality check on the 1099 report and research any questions or requests for corrections.
• Review and approve completed/submitted EFT forms directly entered AZ360 or interfaced from the EFT database, verifying that the package is complete or rejecting if it is not. Print reports periodically to monitor if staff is tracking EFT forms efficiently and appropriately. Manage implementation of agency initiative for mandatory EFT payment for providers as a method to prevent fraud waste and abuse.
• Oversee OIG settlement check, returned warrants, and refund check activities. Prepare deposits into AZ360 and for bank deposit. Maintain spreadsheet, monthly reconciliations of Suspense account and process CR documents for OIG Equitable Sharing State. Process and approve all ITAs (transfers) from the Dept of Revenue and the Attorney General's Office of OIG Member Settlement.
-Oversee spreadsheets, deposits, and inter-agency transfers (ITAs) for the processing of Civil Monetary Penalty wires from CMS. Work with State Treasurer when wires are received. Ensure that funds are timely transferred to ADHS for the civil penalties incurred by nursing home providers.
• Coordinate with supervisors and process AZ360 security setups (UDOCs and GAO 3DT forms) for new or terminated employees. Perform annual review with the General Accounting Office for AZ360 security. Prepare and submit network, mainframe (PMMIS) and Cognos UAR in InvGate to setup new employees and update as needed.
| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
• Expert knowledge of Generally Accepted Accounting Principles (GAAP), Governmental and Financial Accounting Standards Board (GASB and FASB pronouncements and accrual and economic resources focus, and modified accrual and current financial resources focus basis of accounting.
• Generally Accepted Auditing Standards (GAAS) and Generally Accepted Governmental Auditing Standards (GAGAS)
• Comprehensive knowledge of Federal and State laws, regulations and policies governing AHCCCS' programs as outlined in the Code of Federal Regulations (CFR's), Arizona Revised Statutes, Arizona Session law, State Accounting Rules (State of Arizona Accounting Manual) and AHCCCS Administrative Policies and Procedures
• Considerable knowledge of AZ360 automated accounting system, and application Microsoft software (Excel, Access, Word, etc.) as well as Google Suite in order to design, implement and utilize these automated systems for expenditures tracking, claiming and reporting
Skill in:
• Supervisory techniques including staff motivation strategies
• Experience with software applications in a Windows environment including, Excel, Word, Access and other PC-based accounting, database, spreadsheet and mainframe software/systems, including the Arizona Financial Information System (AFIS)
• Strong oral and written communication skills, including the ability to communicate effectively with management and staff within the agency, with other State agencies and with external health plans and providers
Ability to:
• Strong analytical, organizational and problem-solving skills, including the ability to maintain and reconcile complex multiple funding source payment methodologies. Design requirements, test and implement complex automated systems in order to produce financial control reports and statistical data for expenditure/appropriation monitoring
• Assign and monitor workloads among staff including providing the training as necessary in their job functions
| Qualifications: |
Minimum:
• Bachelor's Degree in accounting or a closely related field and one year experience at the Accounting Supervisor 1 level or equivalent.
Preferred:
Master's Degree in Business Administration or Accounting. Experience in governmental accounting.
• Preference given to experience obtained in healthcare field.
