Job Description

PURPOSE SUMMARY. Manage, monitor, and oversee the entire accounting functions in the Treasurer’s office. Provid leadership and direction for cash processing, reconciliation and reporting functions. Oversee implementation of treasury initiatives and process improvements.

ESSENTIAL DUTIES.

1. Supervisory Responsibilities

• Make hiring, termination and disciplinary recommendations.

• Responsible for prioritizing, planning and assigning work to staff.

• Supervise, train, motivate, and develop staff.

• Counsel, coach, and discipline staff and conduct performance evaluations.

• Assume supervisory responsibility for services and activities of the office.

• Approve leave requests and oversee payroll timekeeping functions.

• Develop and implement goals and objectives for the office.

• Assist with the development, review, and upkeep of Standard Operating Procedures.

• Responsible for opening and closing the office.

2. Cash Management

• Direct cash management operations to include daily cash administration, management of current accounts and bank relations.

• Maintain and update signatories for all banking relations.

• Confer with bank personnel to effect funds transfers to and from the money market or other bank accounts as directed by the County Treasurer and Chief Deputy Treasurer.

• Review and drive improvements in cash management, ensuring financial obligations are met in accordance with County policies and procedures.

• Work with departments on the new or existing cash management processes for cash management.

• Continually evaluate the effectiveness of cash management and operational procedures.

• Lead the treasury month-end close process including the review and recording of cash activity and other banking activity to the general ledger.

• Oversee the monthly reconciliation of all company bank accounts.

• Perform timely reconciliation of cash application and disbursements.

• Monitor deposits, disbursements and cash balances to forecast and track cash flow.

• Provide daily cash positioning and reporting.

• Work with department directors, managers, and elected officials to accurately forecast timing and amount of future cash flows.

• Prepare cash flow reports, identify and evaluate variances (weekly, monthly, quarterly).

• Monitor cash transactions to ensure bank account balances and unusual items are investigated.

• Prepare short-term and long-term cash projections.

• Review collateral statements monthly to ensure banks are meeting bank deposit collateralization requirements.

• Review bank fees, merchant card fees and provide reporting.

• Review and approve wire transfers, ensure transactions have appropriate documentation and authorization.

• Analyze and solve problems stemming from payment processes.

• Resolve denials or fraud situations in an urgent matter.

• Supports internal and external annual audit.

• Assist with project assignments and financial reporting.

3. Communication and Public Interaction

• Handle public inquiries and complaints.

• Respond to and resolve difficult and sensitive public inquiries and complaints.

• Responsible for the proper retention and disposition of public records.

• Establish and maintain effective working relationships with others.

• Respond to and manage public information requests.

4. Compliance and Policy Adherence

• Help develop and implement internal policies and procedures.

• Responsible for knowing, following, and enforcing County policies and procedures.

• Ensure compliance with laws, regulations, and ordinances.

ADDITIONAL DUTIES. Other duties as assigned.

QUALIFICATIONS.

A. Education. Bachelor’s degree from an accredited college or university in Finance, Accounting or a closely related field is required. Master of Business Administration preferred.

B. Experience. Five (5) years in finance or accounting, with strong cash forecasting experience and two (2) years supervisory experience required.

C. Education/Experience substitution. In accordance with County Policy.

D. Licenses/Certifications. N/A

E. Other. (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.) Must pass pre-employment background check.  Must pass pre-employment credit check.

• Banking systems, financial services, and related processes.

• Governmental accounting principles, financial reporting, and fiscal management.

• Financial recordkeeping, reconciliation, and reporting principles.

• Applicable federal, state, and local laws, regulations, policies, and procedures.

• Cash handling, balancing, and internal control procedures.

• Record management practices and methods for maintaining accurate financial records.

• Business office software, including word processing, spreadsheet, presentation, and email applications.
