Job Summary:
Provides administrative oversight to the Account Receivable, Accounts Payable, Payroll, and the general ledger process. Performs and coordinates technical accounting activities to facilitate the effective use of the Authority's financial software modules by finance personnel and other operating departments. Monitors debt service requirements and assists in the preparation of annual budget. Implements and enforces financial controls as necessary to ensure assets are safeguarded and policies are followed. Coordinates reporting of several functions for audited financial statements annually (Capital Improvements, Passenger Facility Charges, etc). Performs directly related work as required. Assists with Authority's Federal, State and local grants for timely reimbursement.
The principal function of an employee in this class is to ensure accurate accounting activities in addition to providing general direction within the Finance Department. The work is performed under the direct supervision of the Chief Financial Officer, but extensive leeway is granted for the exercise of independent judgment and initiative. Supervision is exercised over the work of the Accountant and the Accounting Specialist I, II, and III. The nature of the work performed requires that an employee in this class establishes and maintains effective working relationships with other Authority employees, outside auditors, state and federal officials, and the public. The principal duties of this class are performed in a general office environment.
Essential Job Functions:
Organizes and directs the activities of Authority accounting; Supervises daily work of the Accounts Payable and Accounts Receivable staff; Oversees and/or process payroll timely; Ensures proper data collection and reporting related to the accounting and operating department financial reporting activities; Recommends process improvements to current accounting procedures and related systems; Produces reports for finance and operating department managers on project costs and operating performance; Optimizes the financial software applications through which the Authority's accounting and financial transactions are managed; Coordinates the input of financial information; Performs regular reconciliations for tracking activities within the accounting system; Provides needed information and demonstrations concerning how to accurately code and record financial data; Provides accounting advice and interpretation in a variety of areas; Assists and/or administers reimbursement under Federal, State and local grant programs; Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems; Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas; Responds to citizens' questions and comments in a courteous and timely manner; Communicates and coordinates regularly with others as appropriate to maximize the effectiveness and efficiency of interdepartmental operations and activities; Provides a wide variety of customer service for other departments; Communicates with co-workers, management, and others in a courteous and professional manner. Performs other directly related duties consistent with the role and function of the classification.
Minimum Qualifications
CPA certification preferred, Graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Accounting, Finance or related field; and Considerable directly related experience with enterprise resource planning financial software; personal computer; and Windows based spreadsheet; or Considerable directly related experience in local government finance operations; or Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
