JOB TITLE: Accounting Manager JOB STATUS: Full-Time
SALARY GRADE: NU-019 FLSA Exempt: Yes
PURPOSE OF POSITION: Plans, organizes, and supervises the City’s accounting operations, financial reporting, and internal control functions; coordinates external audit activities and ensures compliance with applicable accounting standards, laws, and regulations. Supervises staff performing general accounting functions and acts as the Finance Director in their absence.
ESSENTIAL JOB FUNCTIONS/DUTIES & RESPONSIBILITIES: The duties listed below include, but are not limited to, the various types of work that may be performed by individuals in this classification. Any of the following duties may be performed. All employees are expected to maintain professional proficiency by attending conferences and meetings, reviewing reports, reading professional journals, and networking with others in area served; maintain work area in a clean and orderly manner; maintain regular job attendance and adherence to working hours; follow all City policies; follow all established safety rules and procedures.
1. Maintains the integrity of the City's accounting system and its data by supervising the general ledger and all subsidiary ledgers. Subsidiary ledgers include payroll, accounts payable, accounts receivable, fixed asset, capital project, and cash receipting.
2. Assists in cash management, investment tracking, and debt administration, including required reporting and disclosures.
3. Provides supervision, training, and performance management for assigned accounting staff.
4. Develops, implements, and monitors internal controls to safeguard assets, prevent fraud, ensure compliance with accounting standards, and support accurate financial reporting.
5. Oversees and improves financial systems and processes, including ERP functionality, reporting tools, and workflow efficiency.
6. Performs advanced professional accounting work in the processing and maintaining of financial data and expenditure controls.
7. Ensures month-end and year-end close processes are completed and that all reconciliations and reports are prepared in a timely manner.
8. Implements new GASB statements; monitors emerging standards; and coordinates implementation with the Finance Director and external auditors.
9. Prepares and coordinates the City’s Annual Comprehensive Financial Report (ACFR), including financial statements, notes, and required supplementary information, in accordance with GAAP and GASB standards and in coordination with the Finance Director and external auditors.
10. Coordinates the annual external audit process; prepares and reviews audit workpapers; serves as the primary liaison with external auditors; and ensures timely completion of audit requirements.
11. Utilizes financial reporting tools to produce standard and special reports for the City Manager, Finance Director, City Council, and other departments.
12. Provides technical support for budget preparation, monitoring, and maintenance. Prepares supplemental budget documentation and updates budget with approved changes.
13. Manages financial and reporting systems, including system configuration, processes, and user access coordination with Information Technology staff.
14. Maintains cooperative working relationships with City staff, other organizations, and the general public.
15. Coordinates debt service payments and reports material events in the Electronic Municipal Market Access (EMMA) system.
16. Serves as the direct backup for the Finance Director in their absence.
MANDATORY QUALIFICATIONS:
Education & Experience:
1. Bachelor’s degree from an accredited college or university in Accounting, Business, Finance, or related field.
2. Five (5) years of increasingly responsible professional accounting experience, preferably in governmental or fund accounting, including at least three (3) years of supervisory experience.
3. Advanced knowledge of GASB standards and ACFR reporting requirements.
DESIRABLE QUALIFICATIONS:
1. Experience in fund accounting and/or government finance.
2. Certified Public Accountant (CPA) license.

WORKING CONDITIONS: Usual office working conditions. The noise level in the work area is typical of most office environments with telephones, personal interruptions, and background noises.
SUPERVISORY RESPONSIBILITIES: Responsible for supervision of 3 to 4 FTE.
SUPERVISION RECEIVED: Works under the direct supervision of the Finance Director.
Generally Mon-Fri 8am to 5pm.
