The State of Connecticut Department of Transportation (DOT), Financial Management & Support Division (FMS), Office of Rails support unit, has a full-time job opening for an Accountant. The opportunity is available to current state employees.

POSITION HIGHLIGHTS THE ROLE This Accountant will report to the Supervising Accountant. You will be responsible for providing fiscal support to the agency’s Office of Rails Division.  The Office of Rails oversees the operations of passenger rail service in Connecticut – New Haven Line, Shoreline East, and Hartford Line.  As part of the Rails support unit team, you will assist in the payment of over $316 million of operating funds, support the filing of federal grant reports, and work extensively in CORE.  Responsibilities include, but are not limited to: 
  • Responsible for rail subsidy contracts with Metro North Railroad, Amtrak and the Hartford Rail Line. Total annual state appropriated funds expended is $316 million, $111 million federal funds, and $3million in collected Hartford Line revenue.
  • Responsible for monthly monitoring of Accounts Receivable Capital Agreement for Amtrak Capital Costs associated with PRIIA, current annual amount of $25 million.
  • Assist with the preparation of over 74 federally required quarterly/annual grant reports totaling $2.9 billion to FTA, FRA, FEMA, USDOT.
  • Assist with Metro North and Amtrak monthly Accounts Receivable aging reports.
  • Assist with the review and verification of complex monthly federally eligible billable transactions as part of the federal attestation process required to bill FTA.
  • Provide fund coding for rail construction, consultant, and property management agreements. Creates purchase orders and receivers for Metro North Railroad, Hartford Rail Line, and Walk Bridge projects.
  • Create and maintain Excel spreadsheets for various agreement drawdowns. Run CORE queries for vendor payment reconciliation.
  • Create e-pro requisitions for DAS and GL purchases.
  • Assist with the preparation of the Monthly MN Capital Wire, which consists of over 1,000 invoices totaling over $200 million annually.
  • Other duties as assigned.

Selection Plan

PURPOSE OF JOB CLASS (NATURE OF WORK)

KNOWLEDGE, SKILL AND ABILITY

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in accounting or auditing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the paraprofessional level. Work at the paraprofessional level requires exercise of some independent judgment in applying basic accounting principles and may be compared to the level of a full charge bookkeeper.  

NOTE: For state employees this experience is interpreted at the level of an Assistant Accountant.
