The Department of Developmental Services (DDS) is seeking qualified applicants for the Accountant III Supervisor position. This position will perform a full array of financial and administrative support functions in the Central-West Region’s Operations Department.
The Accountant III will utilize electronic data processing accounting systems (MOSAIC, FMIS, Outlook, Microsoft Office Applications) to maintain effective information storage and retrieval, and to simplify manual accounting procedures. This position performs related duties such as attending staff meetings and training sessions; responding to inquiries regarding assigned agency functions; reviewing and/or reconciling receipts for reimbursement; and conferring with others concerning accounting related matters.
Duties and Responsibilities (these duties are a general summary and not all inclusive):
- Responsible for all aspects of employee supervision for Finance Department of the Central-West Region.
- Prepares budget projections and cost analysis for the BB account including needs, surplus and deficiencies throughout each fiscal year.
- Works with Central Office to manage the out of state travel process, including the FY blanket out of state travel forms.
- Manages the employee reimbursement system for all staff in Central-West Region.
- Tracks SNAP balances and works directly with the Business Office Manager to manage all SNAP reversions. Ensures that SNAP balances are accurately reflected in FMIS.
- Manages the Regional Section 8 Program including renewals, tracking monthly payments and enters in MOSAIC.
- Establishes and reviews encumbrances in state accounting system MOSAIC necessary for daily/monthly/annual payment activity for the DynaCash account.
- Manages the Regional DynaCash account by projecting annual funding needs; ensuring compliance standards issued by OSD, issues payments, reports and performs reconciliations and closing activities in MOSAIC as required.
- Performs comprehensive analysis of expenditures accurately and timely.
- Issues instructions, policy and guidelines to staff.
- Coordinates banking activities and works directly with financial institutions and management to ensure compliance under BPI, Comptroller and Treasurer.
- Works with other DDS agency personnel and outside vendor agencies such as Housing Authorities by telephone, in writing and/or in person to resolve accounting discrepancies and documentation for caseloads, various reports and/or projects.
- The Accountant III reconciles financial documents (audits), records, transactions and statements to ensure conformance with established Commonwealth policy and standards.
- Coordinates miscellaneous projects, adhoc reports, workgroup activities and attends meetings.
- Performs related duties as required.

MINIMUM ENTRANCE REQUIREMENTS\: Applicants must have at least (A) three years of full-time, or equivalent part-time, professional experience in accounting or auditing, of which at least (B) one year must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions\:
I. An Associate's degree with a major in accounting, business administration or business management may be substituted for a maximum of one year of the required (A) experience.*
II. A Bachelor's degree with a major in accounting, business administration or business management may be substituted for a maximum of two years of the required (A) experience.*
III. A Graduate degree with a major in accounting, business administration or business management may be substituted for the required experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
