Summary
This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Offices of Hearings and Inquiries (OHI), Provider Reimbursement Review Board (PRRB).
As a Accountant, GS-0510-14, serves as a team member, leader, or special advisor for/with other accountants, attorneys and the PRRB Board Members and Hearing officers on a variety of accounting, reimbursement, audit, and payment systems of Medicare Contractors.
Duties
- Advises on cost reporting, auditing, and accounting issues related to the Medicare Part A cost report.
- Trains new staff and Board Members on the cost report process; consult senior level management and OGC on auditing payment issues.
- Provide technical support to parties of appeals (Medicare Contractors, Appeals Support Contractor, and Providers, Plans, etc.) regarding the PRRB appeals process.
- Advise PRRB or Hearing Officer on complex accounting and legal issues.
- Prepares comprehensive written draft decisions that set forth the essential facts of the appeal, the payment issue(s) in dispute, significant contentions of the parties, the evidence and relevant law.

In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include:
1. Evaluating Medicare Part A cost reporting principles and issues involving payment disputes or reimbursement decisions.
2. Providing technical advice to stakeholders on laws policies, regulations, or precedents applicable to the administration of the Medicare program and its payment policies; AND
3. Writing technical documents on Part A reimbursement issues such as case analysis, summaries, draft recommendations, or position papers.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.

Education
Education Requirement: In addition to meeting the qualification requirements, you must have the following educational requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your background must also include one of the following:- Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
