Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DOD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Procurement Analyst in the Norfolk District Contracting Division and is the technical authority for assuring that the District complies procurement policies, regulations, and directives, both prior to and subsequent to award of contract and modifications.
Duties
- Provides advice in acquisition planning, contractual strategy, and execution of acquisition programs.
- Ensure that acquisitions reflect the application of good business judgment and complies with all levels of procurement policies, regulations, and directives both prior to and subsequent to award of contracts and modifications
- Track systemic problems in technical execution of acquisition process and functioning as subject matter expert and technical authority responsible for conducting comprehensive reviews of contracting work products.
- Coordinate compliance and reporting actions as requested for reports of procurement management reviews, inspections, investigations, contract operation review audits, and Congressional Inquiries.
- Develop initiatives and guidance that ensure the fullest integrity of the source selection evaluation process and fairness and managing overall metrics for contracting division to ensure compliance and accuracy.
- Lead point of contact for managing and troubleshooting electronic based acquisition systems to include but not limited to Army Virtual Contract Environment (VCE), the Standard Procurement System (SPS/PD2), Federal Procurement Data System (FPDS).

- Financial Disclosure Statement- This position requires a financial disclosure upon entry and annually thereafter in accordance with DoD Directive 5500-7-R.
- Defense Acquisition Workforce (AWF) position - Contracting Back to Basics certification must be met within two years of appointment.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Procurement Analyst
Degree: Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes 1) applying agency, federal, and major command contract law/policies to perform acquisitions and contract administration for construction, service, supply contracts.; 2) utilizing negotiation techniques to conduct cost and price analysis of contractors proposals during negotiation procedures 3) developing or recommending corrective actions to acquisition procedures and policies; 4) reviewing contract/acquisition documents to determine compliance with agency, federal, and local polices/procedures; AND 5) utilizing multiple electronic acquisition systems such as the Standard Procurement System ,Contracting Officers Representative Tracking Tools, Wide-Area Workflow (WAWF), Federal Procurement Data System (FPDS), Contractor Performance Assessment Reporting System (CPARS), and a Financial Management System.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
